Crypto markets climbed on Monday, driven by a sharp repricing of the Clarity Act on prediction platforms, according to a Bloomberg report. The legislation saw its legislative odds jump from roughly 14% to near 30% on Polymarket as senators prepared to launch procedural votes later in the week.
The regulatory optimism revived risk appetite across the digital-asset spectrum. Bitcoin climbed as much as 1.5% to trade near $78,452, according to Bloomberg data, retaining its position as the dominant cryptocurrency with roughly 60% of total market capitalization.
Equities and Issuers Rally on Legislative Momentum
Crypto-related equities outperformed the underlying digital assets during Monday’s trading session. Digital asset exchange Coinbase Global Inc. shares jumped as much as 8%, while stablecoin issuer Circle Internet Group Inc. increased by up to 6.4%, according to Bloomberg.
The market movement followed the release of a final draft of the bill by Republican senators. The updated text incorporates targeted changes designed to resolve previous legislative bottlenecks, particularly regarding banking stability and executive ethics.
Key Compromises in the Senate Draft
The revised bill introduces specific safeguards intended to satisfy Democratic concerns that previously stalled the legislation. According to Bloomberg, the updated draft grants the Treasury Secretary authority to intervene if deposit flights threaten the stability of community banks.

Additionally, the text establishes strict ethics guardrails for the president and other elected officials holding cryptocurrencies. Under the proposed rules, the president would be required to either divest from virtual assets or place significant holdings into a blind trust, backed by financial penalties for non-compliance. State attorneys general would also receive enforcement powers regarding these ethics rules.
Analysts at Clear Street highlighted these governance adjustments in a Monday client note cited by Bloomberg, identifying the ethics compromise as the single most critical change for overcoming Democratic opposition and describing the legislative shift as “incrementally positive” for major industry players including Coinbase, Circle, and Bullish.
