Bogotá’s Conexión Social Program Empowers Residents and Boosts Opportunities
Bogotá’s “Conexión Social” program is expanding access to internet connectivity and digital skills training, creating pathways to economic empowerment and educational advancement for residents. The initiative, coupled with the “Jóvenes con Oportunidades” program, is focused on reducing social gaps and fostering inclusive growth within the city.
Connecting Residents Through Conexión Social
The “Conexión Social” program provides free fixed internet access – 25 megabytes – to households classified in Sisbén levels A1 to C9 and belonging to strata 1 and 2. As of February 16, 2026, the program has reached over 20,000 beneficiaries across the boroughs of Bosa, Kennedy, Suba, Ciudad Bolívar, Rafael Uribe Uribe, and San Cristóbal Integración Social.
The program is a collaboration between the District Secretariat for Social Integration (SDIS) and ETB – Telecommunications Company of Bogotá.
Juana Carolina’s Story: From Flowers to Flight Attendant Dreams
Juana Carolina Rivera, a 23-year-vintage entrepreneur, exemplifies the impact of these programs. She has leveraged the “Conexión Social” program to strengthen her business, “Flores Eternas” (Eternal Flowers), a stationery and floral design venture. She is too pursuing virtual English language studies with the goal of becoming a flight attendant Integración Social.
“I received a WhatsApp message telling me that I was a beneficiary of the Social Connection program. At first I didn’t believe it… today I have the service,” says Juana Carolina. Her family also benefits from the internet access, with her mother using it for entertainment and her father, a builder, utilizing it for work quotes and information gathering.
Jóvenes con Oportunidades: Investing in Bogotá’s Youth
Complementing “Conexión Social,” the “Jóvenes con Oportunidades” program aims to support young people facing poverty, moderate economic hardship, or vulnerability due to food insecurity Bogotá Government. The initiative, led by the current District Administration, provides a comprehensive package of support, including:
- Conditional monetary transfers
- Opportunities to complete educational programs
- Psychosocial support
- Effective job placement assistance
The program aims to benefit 40,000 young people up to the age of 28 over the next four years. The strategy involves collaboration between the District Secretariats of Social Integration, Economic Development, Education, and the District Agency for Higher Education, Science and Technology (Atenea) Bogotá Government.
Expanding Digital Access and Skills
Beneficiaries of “Conexión Social” gain access to EdTech, a digital platform designed to enhance educational opportunities, vocational training, and access to entertainment, fostering personal and family development.
GOYN Bogotá: Supporting Potential Youth
GOYN Bogotá is a collective impact strategy focused on improving the well-being of young people who are not currently employed, studying, or formally engaged in the workforce GOYN Bogotá. Approximately 56,036 young people in Bogotá, representing 30.1% of the city’s youth population, fall into this category. GOYN Bogotá aims to create economic mobility through opportunities, comprehensive training, participation, and leadership development.
Secretary of Social Integration, Roberto Angulo, emphasized the synergistic effect of the programs, stating that Juana Carolina is “on the productive production route of Young People with Opportunities and at the same time her home is in Social Connection, which is a door of opportunities.” Integración Social.
