Balochistan Government Outlines Development Strategy and Stance on Political Dialogue
Balochistan Chief Minister Sarfraz Bugti has confirmed that the provincial government remains open to negotiations with disgruntled political leaders, provided they operate within the constitutional framework. While the administration continues its security operations against militant groups, Bugti emphasized a dual-track strategy of targeted enforcement and improved public service delivery to stabilize the region.
Government Stance on Political Dialogue

Chief Minister Bugti stated that the provincial government is prepared to engage in dialogue with any political force that formally accepts the Pakistani Constitution and existing laws. However, he explicitly ruled out any form of negotiation with groups identified as terrorists or anti-state elements.
According to the Government of Balochistan’s official budget proceedings, this policy aims to distinguish between political dissent and armed insurgency. The administration maintains that security operations will continue alongside administrative reforms to address grievances in underdeveloped districts.
Progress in Education and Healthcare
The provincial government reports significant gains in social sector infrastructure as of mid-2026. According to the Chief Minister, the administration has reopened more than 3,200 schools and successfully enrolled 720,000 children. Currently, 15,000 out of 15,370 schools in the province are fully operational, with the remaining 370 sites identified as being in unsuitable locations.
Healthcare improvements have also been a focal point for the current administration:
- Personnel Recruitment: Over 2,800 new healthcare workers have been added, alongside the promotion of 4,519 doctors.
- Facility Upgrades: 164 basic health units have been restored to full functionality.
- Supply Chain Efficiency: The availability of essential medicine has risen to 89%, while maternal and child health supplies have increased from 11% to 86%.
- Public Health Milestones: No polio cases have been reported in the province since November 2024.
Infrastructure and Future Economic Planning

The provincial government has announced a transition for the Quetta People’s Train Project, which is slated to be upgraded into a metro-style rail service connecting Sariab and Kuchlak. This infrastructure project is part of a broader plan to improve urban mobility and connectivity within the provincial capital.
Additional upcoming initiatives include:
- Digital Connectivity: Expansion of the provincial fiber-optic network to support local businesses.
- Educational Support: A new scholarship plan specifically for female students, scheduled to launch on July 1.
- Market Activation: Plans to revitalize transport terminals and regional markets to boost trade.
Security Personnel Compensation
In recognition of ongoing security challenges, the provincial government has approved a 10% salary increase for members of the Counter Terrorism Department (CTD), the Anti-Terrorist Force (ATF), and the Special Operations Wing.
The government has also adjusted compensation packages for casualties. According to official reports, the financial support for families of martyred security personnel has been doubled. Furthermore, compensation for civilian victims of terrorism has been increased by an additional Rs 10 million. These measures are intended to bolster morale among security forces while providing enhanced support to affected civilian populations.
