Ieva Jāgere Leads New Era at Latvia’s Investment and Development Agency
Ieva Jāgere has stepped into the role of Director at the Latvian Investment and Development Agency (LIAA), bringing a wealth of experience in finance and investment to the position. Her appointment, effective December 13, 2024, signals a renewed focus on attracting foreign investment, boosting exports, and modernizing LIAA’s operations through digitalization .
A Seasoned Financial Expert
Jāgere is a financial and investment expert with over 15 years of experience in corporate finance. Prior to joining LIAA, she held a prominent position at ALTUM, a Latvian financial institution . She also served as a managing partner at Callidus Capital and was an independent member of the Internal Audit Committee at Indexo . From 2016 to 2022, Jāgere was CEO of Callidus Capital, and before that, she spent over three years as Head of Corporate Finance at Oaklins Baltics, focusing on investment attraction and deal management .
Priorities for LIAA
Jāgere has outlined three key priorities for LIAA: driving foreign investment into Latvia, increasing export volumes, and ensuring the digitalization of LIAA’s services and streamlining internal processes . She emphasizes the importance of a strong team to achieve these goals, with ongoing recruitment for leadership positions in investment, digitalization, HR, and marketing and communications .
Recent Achievements and Collaborations
In her previous role at ALTUM, Jāgere oversaw the selection of four fund managers – BADideas.fund, Buildit VC, Outlast Fund, and FlyCap – for an investment of EUR 80 million in promising, export-oriented Latvian businesses over the next five years . She also finalized the IPO fund manager selection process in collaboration with ILTE Lietuva, aiming to develop capital markets . To date, fund management teams have invested EUR 150 million, primarily in Latvian companies .
Educational Background
Jāgere holds a Master’s degree in Business Administration from the Stockholm School of Economics in Riga and a Master’s degree in International Economics and Business from the University of Latvia .

Recently, a seminar was held in Olaine to inform entrepreneurs about support and funding opportunities for business development, jointly organized by Pierīgas partnerība, ALTUM, SEB, LIAA Jūrmalā, and Devokee. Participants learned about LEADER, ALTUM, and LIAA programs, grant options, and practical methods for automating processes and improving work organization .
