The federal government is launching a $2 billion national heat pump rebate program, a move designed to incentivize homeowners to retrofit properties with energy-efficient heating systems. Prime Minister Mark Carney announced the initiative on Thursday while in Sherbrooke, Que., where government officials held a technical briefing at 11:45 a.m. ET to outline the project’s scope. An additional 280,000 multi-unit residential properties will be eligible for energy-efficiency upgrades through existing initiatives. The program is scheduled for an early 2027 launch, with the government exploring options to include retroactive eligibility for those who install systems before the official start date.

Income-Tiered Grant Structures

Grant sizes will be tethered to household income. Low to median-income households may receive up to $10,000 in rebates for installing an eligible heat pump. For those earning above the median, the grant is capped at $2,000. Prime Minister Mark Carney stated that the program is intended to lower energy costs, reduce emissions, and build a more sustainable economy. Today, we are helping one million more Canadian households make energy-efficient retrofits, Carney said. Officials noted that heat pumps use less than 50 percent of the electricity required by electric furnaces or baseboards, which could save households currently using oil or electric baseboards an average of $1,400 per year on energy bills. Our government is focused on giving Canadians options to lower their energy costs, a senior government official said during the briefing. Heat pumps are more efficient, cleaner and safer than oil and propane.

Homeowners Manage Grants and Reimbursements Through Online Portal

Homeowners will manage the process through an online portal. Applicants should expect confirmation of eligibility and the specific grant amount within 24 hours of submission. Once installation is complete, homeowners will upload receipts to the same portal. Confirmation of reimbursement is expected within five days, with funds delivered via direct deposit. While designed to assist with emergency heating system failures, the program does not strictly require an emergency replacement to qualify. Homeowners may also apply as their existing systems approach the end of their lifespan before a breakdown occurs. The federal government is currently winding down an existing program that specifically subsidized heat pump purchases for homes heated with oil.

Financing for Multi-Unit Properties

Beyond individual rebates, the government is partnering with the Canada Mortgage and Housing Corporation (CMHC) to address multi-unit residential properties. This initiative focuses on low-interest financing for building owners to encourage retrofits. This component of the $2 billion funding package is projected to support upgrades for approximately 280,000 homes over the next eight years.
