Relatively minor figures in the Irish drug trade are now traveling to places like Canada to buy small quantities of cannabis herb intended for legal markets, then smuggling the product into Ireland. These dealers bypass dangerous foreign cartels and face minimal risk from local law enforcement because the drug is legal in those jurisdictions. The primary risk remains the potential seizure of consignments during smuggling operations into Ireland.

Det Chief Supt Seamus Boland noted that shipments typically involve quantities under five kilograms sent through parcel post. Dealers frequently exploit minors aged 16 and 17 by using their addresses to take receipt of couriered drugs, effectively shifting the risk of detection onto younger individuals.

Large quantities of cannabis enter Ireland via freight through ports, airports, and postal sorting centers. Sixty percent of cannabis seized at Irish ports, airports, and parcel hubs last year originated in the US, Canada, and Thailand.
