Now, on behalf of the Changzhou Municipal People’s Government, I would like to report my work to the General Assembly for deliberation, and also invite members of the CPPCC and other non-voting participants to put forward their opinions.
1. Work review in 2023
2023 is the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China, and is also a milestone year in the history of Changzhou’s development. We adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly implement the spirit of General Secretary Xi Jinping’s important speech on Jiangsu work. Under the strong leadership of the Provincial Party Committee, the Provincial Government and the Municipal Party Committee, and with the supervision and support of the Municipal People’s Congress and the CPPCC Under the guidance of the city’s positioning as “a famous international smart manufacturing city and a central axis hub in the Yangtze River Delta”, we implemented the “532” development strategy in depth and completed various targets and tasks throughout the year with high quality.
This was a year that lived up to expectations. We demonstrated our resilience while moving forward under pressure, and worked hard to lift the “quality” and “quantity” of the trillion-dollar city, and our economic development ushered in a historic leap. The city’s regional GDP is expected to grow by about 6.8%, reaching the trillion level, becoming a trillion-dollar city with the smallest population, smaller geographical area, and higher per capita level in the country. The growth rate of major economic indicators was higher than the provincial average, leading the way in southern Jiangsu. The general public budget revenue was 68.03 billion yuan, an increase of 7.7%, and the tax revenue accounted for 86%, ranking first in the province. The added value of industrial enterprises above designated size increased by 8.8%, with a continuous growth rate. Maintained the first place in Southern Jiangsu for 21 months. The 11 core development indicators achieved the expected goals of the 14th Five-Year Plan two years ahead of schedule. Won the title of “National Innovation-driven Demonstration City” and “Top Ten Cities in the Nation for High-quality Development of Manufacturing Industry”.
This is a year that has lived up to our perseverance. We have made great progress in continuing to forge ahead, constantly accumulating the “potential” and “energy” of the trillion-dollar city, and achieving a substantial leap in the city’s energy level. The capital of new energy is booming. The output value of the new energy industry exceeds 760 billion yuan, the output of complete vehicles is nearly 680,000 units, and the investment enthusiasm ranks first in the country. The Central Axis Hub is in full swing. The Changtai Yangtze River Bridge’s southern connection has been fully connected, accelerating cross-river connectivity; the Shanghai-Nanjing High-speed Railway along the Yangtze River has been opened to traffic, ushering in a new era of high-speed rail; the Weicun Hub expansion and reconstruction project has been delivered, adding a major shipping channel to the Yangtze River and the sea in the Yangtze River Delta. The city of the future is gathering momentum. The construction of the “Two Lakes” innovation zone and the high-speed rail new city are steadily advancing. The Changzhou campus of Nanjing Medical University has been signed and started construction, and the new Changzhou campus of Hohai University has been completed and put into use.
This is a year that has lived up to our expectations. We have not forgotten our original aspirations while working hard, and devoted ourselves to composing the “beauty” and “happiness” of the trillion-dollar city, and people’s lives have continued to improve. Resolutely shouldering the responsibility of upstream management of Taihu Lake, the water quality in the central area of ​​Taihu Lake reached Class III, the best since monitoring data were available, and the absolute value ranking of PM_2.5 concentration reached the best level in history, and it was rated as a “National Ecological Civilization Construction Demonstration Zone”. Infused with a sense of happiness with full smoke and rich cultural flavor, the ten major practical matters for people’s livelihood were successfully completed, and the difficulties, worries and worries of a group of citizens were effectively resolved. Won two “China Living Environment Model Awards”, “Meidu” was shortlisted for the China Film Golden Rooster Award, and various events and performances were wonderfully presented. Changzhou athletes won the second place in the province in terms of gold medals at the Hangzhou Asian Games, setting a record.
Over the past year, we have mainly carried out work in the following six aspects:
(1) Focus on high-quality development and promote the overall improvement of economic performance. Comprehensively implement national and provincial policies and measures to promote continued economic recovery, and Changzhou City has introduced “20 measures” to help the economy recover comprehensively, with a periodic tax discount of 20 billion yuan, benefiting 1.66 million operating entities. The city’s first supply chain financial service platform has been launched online, and the average interest rate for inclusive small and micro enterprise loans remains the lowest in the province. Pay close attention to major projects, with 2 new projects exceeding 10 billion yuan or US$1 billion added to the database, and 46 projects exceeding 1 billion yuan or US$100 million. Major provincial and municipal projects have completed their annual investment plans two months in advance. Promote high-quality “bringing in” and hold activities such as science and technology economic and trade fairs, dialogues with global CEOs, and “Dialogue with Germany” cooperation and exchange conferences. The actual use of foreign capital exceeded 2 billion US dollars, and 6 new QFLP funds were added to manufacturing and productive services. The proportion of foreign investment in industrial and high-tech industries increased to 92.1% and 47% respectively. We have provided high-level “going out” services and built a comprehensive “going out” service platform for enterprises. We have added 113 overseas investment projects and achieved a total import and export volume of 318.4 billion yuan. Exports to countries jointly building the “Belt and Road” increased by 10.8%. “Similar” product exports increased by 12.5%, cross-border e-commerce imports and exports increased by 109%, and the penetration rate of export credit insurance for foreign trade enterprises ranked first in the province. Accelerating the recovery of consumption, the province’s first overarching document on the integrated development of culture, business and tourism was issued, and activities such as the Dragon City Shopping Festival and the first Jiangnan Food Festival were held. The total retail sales of consumer goods increased by about 7%. Qingguo Lane and Sanbao Street have become national-level tourist and leisure streets, and Canal No. 5 Creative Street has been selected as a national industrial tourism demonstration base. Changzhou was rated as the preferred tourist destination in Beautiful China and the most beautiful nighttime cultural tourism consumption destination in China.
(2) Focus on high-end manufacturing and accelerate the construction of a modern industrial system. Deeply cultivate the real economy and vigorously promote the upgrading of the industrial base and the modernization of the industrial chain. The total industrial output value above designated size increased by 6.5%, and the added value of the manufacturing industry accounted for more than 42% of the regional GDP, maintaining the leading position in the province. Focusing on the new energy industry, we have introduced 10 major policies, established a new energy group, set up a new energy industry investment fund, held the World New Energy Expo, and promoted the deep integration of “power, storage, distribution and use networks”. The scale of the photovoltaic industry is close to one-tenth of the country’s scale. The completeness of the power battery industry chain reaches 97%, ranking first in the country. The output value of the new energy vehicle and core parts industry reaches 470 billion yuan. The New Energy Vehicle Electrical Equipment Cluster in Xinbei District was selected as a national small and medium-sized enterprise characteristic industrial cluster. Changzhou New Energy Industry-Education Consortium was selected into the first batch of municipal industry-education consortiums in the country. Accelerate the promotion of multi-scenario applications, and the rate of seeing cars, seeing piles, and seeing boards continues to increase. The issuance of car purchase subsidies has driven the consumption of new energy vehicles to more than 12 billion yuan, and the penetration rate of new energy vehicles has reached 41.4%; 436 new charging stations and more than 4,600 charging piles have been added; the installed photovoltaic power generation capacity has reached 2.2 million kilowatts. Promote the integration of data and reality, implement the “Intelligent Transformation to Digital Transformation” and “Ten, Hundred, Thousand” projects, and add one “lighthouse factory”, three national smart factories, and five national 5G factories, all of which have achieved “zero breakthroughs” . Two national small and medium-sized enterprise digital transformation pilot platforms were awarded, and 10 chain master enterprises built an industrial chain collaboration platform, driving the transformation and upgrading of more than 1,700 local enterprises. 4 companies and 1 platform were selected into the national service-oriented manufacturing demonstration list, ranking first in the province. Prospectively lay out future industries such as synthetic biology, hydrogen energy, and compound semiconductors, and take the lead in the province to introduce special policies and measures to promote the development of the synthetic biology industry. The Yangtze River Delta, Jintan, and West Taihu Synthetic Biology Industrial Parks were inaugurated, and Changzhou Hydrogen Bay and Longcheng Core Valley speeds up construction.
(3) Focus on high-level collaboration and fully stimulate the momentum of scientific and technological innovation. The 2.0 version of the innovation policy was introduced to promote the deep integration of the innovation chain, industrial chain, capital chain and talent chain. The output value of high-tech industries accounts for 56.2% of the total industrial output value above designated size, the proportion of social R&D funds in the regional GDP increases to about 3.4%, and the contribution rate of scientific and technological progress is expected to reach 68%. To improve the platform carrier, Changzhou Science and Education City’s ability to link innovation elements has been greatly enhanced. China-Israel Changzhou Innovation Park has been approved as a provincial functional park. The intelligent manufacturing Longcheng Laboratory and the Yangtze River Delta Carbon Fiber and Composite Materials Technology Innovation Center have accelerated their energy levels. Nanjing Medical University The construction of Changzhou Medical Center is advanced with high quality, the Future Technology Innovation Institute of Nanjing University is completed and opened, the State Key Laboratory of Photovoltaic Science and Technology is reorganized and listed, and the number of national enterprise technology centers reaches 16. Changzhou Economic Development Zone and Liyang High-tech Zone ranked first and third respectively in the high-quality development of provincial development zones in the country. In the first year of attracting science and technology investment, we attracted 910 small and medium-sized science and technology enterprises, with a net increase of 1,040 high-tech enterprises, the highest growth rate in the province. We won 2 provincial governor’s quality awards, ranking first in the province, and added national-level specialties and special new ” There were 86 “little giant” companies, 22 national intellectual property demonstration companies and advantageous companies, and a net increase of 17 unicorn and potential unicorn companies. The “Dragon Action” of enterprise shareholding reform and listing was implemented, and 8 new listed companies were added, bringing the total to 96, including 7 new A-share listings, ranking ninth in the country. Gathering talent resources, we launched the 2023 upgraded version of the “Dragon City Talent Plan” and deepened the “Youth Retention” action. More than 120,000 talents of various types have been introduced, and 495 leading innovative and entrepreneurial talent projects have been launched. The number of medals in the Second National Vocational Skills Competition ranks first in the province, and the number of highly skilled talents per 10,000 workers ranks first in the province for 10 consecutive years.
(4) Focus on high-energy hubs and continue to improve the beauty and connotation of urban and rural areas. Firmly grasp the strategic opportunities for the integrated development of the Yangtze River Delta, optimize the spatial layout of urban and rural areas, and open up the urban development pattern. Promote major transportation infrastructure projects and actively promote the inclusion of the Huaitai-Changzhou Railway in the country’s new round of medium and long-term railway network planning. The construction of the third subway line Line 5 has started, and six expressways including Tenglong Avenue and the west extension of Zhongwu Avenue are under construction at the same time. . Accelerate the construction of “dual circulation” logistics channels, establish a logistics industry group, accelerate the implementation of the reconstruction and expansion project of the terminal area of ​​Changzhou Benniu International Airport, complete the main project of the Liyang City section of the Wushen Line, open Liyang Port, and inland Jintan Port and Donggang The container terminal project has been put into operation, and Changjin Inland Port is directly connected to China Unicom’s Shanghai deep-water seaport. Promote the wonderful transformation of the old city. The renovation of Cuiyuan and the old library has been completed and opened. Projects such as Jizi Cultural Exhibition Center, Daguan Tower and Zhiyuan reconstruction, Yueyuan renovation, and Asia Modern Film and Television City reconstruction and expansion have been steadily advanced, and the old residential areas in the city have been completed. 98 units were renovated, 4,948 units in shanty towns were renovated, and 164 elevators were installed in existing residences. The city continues to improve the level of refined urban management, with 92.6 hectares of newly renovated park green space, 29 new pocket parks, 21 green landscape roads, 25 demonstration happy rivers and lakes, and 7 beautiful neighborhoods. 11 dead-end roads have been opened, 12,000 new public parking spaces have been added, parking lot charging policies, traffic lights and dedicated bus lane rules have been optimized. It has been rated as a national demonstration city for public transportation city construction, and the average commuting time is the shortest among similar cities in the country. Accelerate the construction of a livable, industrial and beautiful countryside, build 44,800 acres of high-standard farmland, achieve “three increases” in grain area, unit yield, and total output. “Jiangsu’s No. 1” rice yield per mu has reached a record high, and Jintan Modern Agricultural Industrial Park Selected for national creation list. We implemented the “Ten, Hundred, Thousand” project of beautiful countryside, completed the construction of 14,800 modern and livable rural houses, and added 11 provincial-level characteristic pastoral villages.
(5) Focus on high-standard governance and paint a beautiful ecological picture of Changzhou. Deeply implement the new round of “1+8” action plan for comprehensive management of Taihu Lake, coordinate the left and right banks, upstream and downstream, water and land surfaces, implement 227 key projects, exceed annual goals, and promote the establishment of corporate “phosphorus ledgers” and “five-level sewage collection and treatment” “Unified” mechanism, 162.6 kilometers of sewage pipe network was built, 70,000 tons of new sewage treatment capacity was added per day, 4.5 million cubic meters of dredging was completed in Zhushan Lake and Gehu Lake, the water quality of Changdang Lake was stabilized to reach Class IV, and the management experience was promoted throughout the province. Taihu Lake governance has achieved “two guarantees and two improvements” at a high level, and Tianmu Lake won the national “Beautiful Rivers and Lakes” outstanding case. We continue to fight hard in the battle against pollution, and the improvement in the number of good days ranks among the top in the province. We are the only city in the province that has continued to improve for two consecutive years. The proportion of sections rated as Class III in national and provincial examinations has reached the best level in recent years, and the water quality of the Changzhou section of the Yangtze River has remained Class II for six consecutive years. For three consecutive years, it has won the Outstanding Ranking in the Provincial Comprehensive Assessment of Pollution Prevention and Control. Deepen the comprehensive management of “hazardous pollution and reduce the spread of hazardous pollution”, start the construction of green agglomeration areas for electroplating, coatings, etc., accelerate the management of industrial areas, renovate and upgrade 4,350 enterprises, revitalize and utilize 30,000 acres of existing construction land, and reduce the emission of major pollutants by 1,269 tons , selected as a national pilot city for redevelopment of inefficient land. The case of Zhenglu Town developing ecological industries was selected as a national typical case of realizing the value of ecological products. (6) Focus on high-quality life and continuously improve people’s livelihood and well-being. Focusing on enriching the people and stabilizing employment, the per capita disposable income of residents exceeded 62,000 yuan, and the per capita income ratio of urban and rural residents narrowed to 1.776:1. Innovatively carry out the construction of “doorstep” employment service stations and live broadcast job promotion activities, and pilot the inclusion of flexible employment personnel into housing provident fund protection. 114,700 new jobs were created in cities and towns, and 14,000 people were supported to start their own businesses. Focusing on benefiting the people and strengthening social security, the city’s residents’ minimum living standard has been raised to 1,020 yuan per person per month, and the “subsistence allowance expansion” has taken the lead in achieving positive growth in the province. The reform of employee medical insurance outpatient mutual assistance has been steadily implemented, and the “Smart Family Search Platform” has been implemented online across the province. It provides home care services to 158,000 elderly people, provides meals to 17,800 elderly people on average every day, and provides full coverage of the aging-friendly renovation of the homes of needy elderly people over 60 years old. There were 3,520 new kindergarten spaces and 13 provincial-level inclusive childcare institutions. Focusing on convenience and promoting balance, 78 schools have been newly renovated and expanded, and 41,000 new degrees have been added. Preschool education and compulsory education group-run schools have basically achieved full coverage, and the proportion of high-quality and balanced compulsory education ranks first in the province. The second phase of the Yanghu campus of the Municipal Second Hospital and the new campus of the Municipal Children’s Hospital were put into use. Complete the reform of the national defense mobilization system and become one of the first batch of “National Municipal Social Governance Modernization Pilot Qualified Cities”.
At the same time, the city’s trade unions, youth, women and children, disabled people, Red Cross, caring for the next generation, charity, volunteer services and other undertakings have achieved remarkable results, and positive progress has been made in ethnic and religious, foreign affairs, overseas Chinese, maritime border inspection, archives and local records, etc. , solid steps have been taken in dual support and co-construction, retired military affairs, civil air defense and other work.
In the past year, we have carried out solid education on the theme of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focusing on using learning to build souls, using learning to increase wisdom, using learning to rectify the style, and using learning to promote cadres. Party members and cadres in the government system The thinking is more unified, the will is firmer, and the motivation is fuller. We vigorously promoted administration according to law, submitted 6 draft local regulations to the Standing Committee of the Municipal People’s Congress for review, formulated and revised 3 government regulations, handled 220 National People’s Congress motions and suggestions, and 312 CPPCC proposals, with a 100% satisfaction rate. We have made every effort to deepen the reform of the administrative approval system. We have promoted more than 90 major projects by “starting construction as soon as we get the land”. Changzhou’s “Government and Enterprise Connection” service platform has been launched. Policy funds that benefit enterprises and the people have “direct access and quick access” to benefit 750,000 households (people). )Second-rate. We have improved the normalization mechanism for tight living standards, strengthened audit supervision in key areas, and continued to rectify formalism to reduce the burden on the grassroots. 2. Overall work ideas and goals in 2024
This year marks the 75th anniversary of the founding of the People’s Republic of China. It is a critical year for fully completing the goals and tasks of the “14th Five-Year Plan”. It is also the first year for our “Trillion City to Start Again”. The mountains are high and the roads are far, but the scenery is infinite. Traveling through mountains and rivers, we will never change and move forward. Looking at the current international and domestic situation, changes in the world, the times, and history are unfolding in an unprecedented way. Strategic opportunities and risks and challenges coexist, and the favorable conditions for development are stronger than the unfavorable factors. We must not be bound by achievements or bothered by difficulties, face challenges bravely, firmly grasp the trend of industrial revitalization, energy level leap, regional qualitative change, political connections and people, and accelerate the gathering of high-quality development. Factors and conditions, consistent, perseverance, and down-to-earth development path of physical support, self-reliance, self-reliance, internal and external cultivation, integrated balance, and concerted efforts, “walking ahead and setting an example” while constantly breaking through the past and surpassing ourselves.
We will strive to demonstrate “Changzhou Responsibility” from a higher position. Actively integrate into strategic layouts such as the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, and the “1+3” functional zone, and demonstrate greater achievements in the high-quality development of regional integration; proactively identify the development of Changzhou and the domestic macrocycle, and domestic and international dual cycles. The three major metropolitan areas of Shanghai, Nanjing and Hangzhou should serve as the “drive shaft” of intelligent manufacturing and assume more responsibilities in serving the construction of a new development pattern; regard the protection of the Yangtze River and the governance of Taihu Lake as top priorities, and solidly promote related Action to make greater contributions to protecting the “Mother River” and singing the “beauty of Taihu Lake” in the new era; accelerating the urbanization of Changjin and Changli, deepening the National Urban-rural Integrated Development Pilot Zone in the Ningxixin-Changjie Area, and the integration of industry and education in Yinxingtai The construction of the pilot zone will create more experience in promoting urban-rural integrated development, coordinated development and security.
We will strive to create “Changzhou’s advantages” at a faster pace. Give full play to the special skills of comprehensive industrial categories, deep foundation, strong clusters and good resilience, make good use of the unique skills of grasping large projects and large-scale projects, aim at the direction of new industrialization, and coordinate the promotion of the renewal of traditional industries, the growth of emerging industries, and the future industries. Cultivate three major tasks and build a “1028” industrial system for a long time. We will fully implement the opinions of the Provincial Party Committee and the Provincial Government to support the high-quality development of Changzhou’s new energy industry, insist on the goal of exceeding one trillion yuan in industry scale in 2025, continue to strengthen, extend and supplement the chain, and promote the development of the new energy industry from base to group. The layout of complete vehicles will be towards industrial ecology, and the output value will be improved towards added value, accelerating the creation of a new energy industry highland that represents Jiangsu’s high-quality development level and is internationally competitive.
We will strive to demonstrate “Changzhou Value” to a greater extent. Innovation, reform, and opening up work together to fully stimulate the endogenous power of Changzhou’s development. Relying on innovation to achieve greater heights, with “one core, one park, one room and three centers” as the core, industry, academia, research, and upstream and downstream collaboratively tackle key problems to create a full-factor, full-chain, and full-cycle innovation ecology and cultivate new productivity with Changzhou characteristics. Open the way with reform, steadily advance institutional reform, the reform of state-owned assets and state-owned enterprises, deepen the reform of market-oriented allocation of factors, take the initiative to undertake more national and provincial reform pilot tasks, accelerate the formation of landmark and leading results, and explore the path for the development of the province and even the country. Use openness to build bridges, continue to promote fluid openness, steadily expand institutional openness, support Changzhou brands to better “go out”, drive funds, projects and talents to accelerate the “introduction”, so that various resource elements can be efficiently allocated and value-added at a high speed in Changzhou .
