Anthropic’s Claude has climbed to the No. 1 spot on Apple’s App Store, surpassing ChatGPT following a controversy surrounding OpenAI’s $200 million contract with the U.S. Department of Defense. The shift in app store rankings reflects growing user concern over the ethical implications of AI deployment in military applications.

Pentagon Contract Sparks User Backlash

OpenAI’s recent agreement with the Department of War, announced by CEO Sam Altman, triggered a wave of protests from ChatGPT users. The backlash manifested online with the hashtag “Cancel ChatGPT” gaining traction on platforms like Reddit, and X. Users shared guides for deleting their ChatGPT accounts and migrating to Claude as a form of protest.

Anthropic’s Stance and the Pentagon’s Response

The dispute centers on Anthropic’s refusal to allow its AI models to be used for mass domestic surveillance and the development of fully autonomous weapons. When Anthropic held its ground, the Pentagon moved to designate the company as a “supply chain risk,” potentially blocking future contracts.

OpenAI’s Agreement and Guardrails

Following the breakdown in negotiations with Anthropic, OpenAI secured the Pentagon contract. Altman stated the agreement includes safeguards against mass domestic surveillance, directing autonomous weapons systems, and implementing high-stakes automated decision-making systems. OpenAI maintains its agreement has “more guardrails than any previous agreement for classified AI deployments, including Anthropic’s.” The Department of War retains the right to use the systems for “all lawful purposes,” subject to existing human control requirements and intelligence laws.

App Store Rankings and User Growth

Prior to the release of Anthropic’s Super Bowl advertisements, Claude was ranked 42nd on the Apple App Store. The app has since remained in the top 10 most downloaded apps, ultimately reaching the No. 1 position. ChatGPT fell to second place on the App Store, although Google’s Gemini ranked fourth.

As of early March 2026, Claude has experienced over 60% growth in free active users since the start of the year, with daily sign-ups quadrupling. On the Google Play Store, Claude ranked No. 5, compared to ChatGPT’s No. 2 position.
