Waikare Gorge Bridge Construction Begins on State Highway 2

Construction has officially started on a 260-meter-long truss bridge across the Waikare Gorge on State Highway 2 between Napier and Wairoa, replacing a temporary one-lane Bailey bridge that has served the route since Cyclone Gabrielle washed out the previous crossing in 2023.

The new viaduct will sit 65 metres above the river, making it New Zealand’s highest road bridge once completed. Rob Partridge from the Transport Agency stated that the unique truss design will span slightly further than the gorge itself to bypass difficult geological and geotechnical conditions on the edges.

The project follows two decades of discussions that only turned into an active construction proposal after the severe storm damage of 2023. Officials anticipate a four-year construction window, though contractors aim to finish the work ahead of schedule due to strong team performance.

Infrastructure project costs drop due to design innovations

Transport Minister Chris Bishop announced that the estimated cost of the infrastructure project dropped from an initial projection of $350-$425m in February 2025 down to a current range of $275-$325m. Bishop attributed the savings to competitive tender pricing, bridge structure design innovations, and the successful mitigation of key risks.

Wairoa District councillor Jeremy Harker emphasized the economic significance of the new highway alignment for the entire East Coast region. Harker noted that the reliable route will benefit local industries including AFFCO, apple orchards, and forestry operations while improving travel connections to Gisborne, Tairāwhiti, Ruatoria, and the Waioweka Gorge.

Local landowners whose properties intersect the highway route faced prolonged negotiations to accommodate the road realignment. Ben Mackintosh, whose family has farmed in the area for more than a century, stated that about 27 hectares of his 205-hectare dairy farm will be utilized over the four-year construction period, forcing his operation to transition to once-a-day milking as livestock face longer walks across steeper terrain.
