Court of Auditors Reform: Inaugural Study Day Focuses on Defensive Bureaucracy and Responsibility

Rome, Italy – February 23, 2026 – A study day dedicated to “First reflections at the dawn of the reform of the Court of Auditors” convened today, bringing together leading magistrates, legal scholars, and officials to discuss defensive bureaucracy and administrative responsibility. The event, hosted by the Court of Auditors, featured greetings from President Guido Carlino and Attorney General Pio Silvestri.

The study day included interventions from several prominent figures in the legal and administrative fields. Magistrates Vito Tenore, Tiziano Tessaro, and Ferruccio Capalbo presented insights from their respective regional jurisdictions – Lombardy, Emilia-Romagna, and Campania – focusing on jurisdictional and control aspects.

Academic contributions came from Professors Giovanna De Minico (University of Naples “Federico II”), Aristide Police (LUISS Guido Carli University of Rome), Gennaro Terracciano (University of Rome “Tor Vergata”), and Fabio Cintioli (University of International Studies of Rome), all experts in constitutional and administrative law. Their discussions centered on the legal frameworks surrounding public administration and official responsibility.
