Telecommunications provider CTM and Huawei deployed an integrated Quantum Key Distribution (QKD) and communication target IP network in Macao, according to announcements made on September 29, 2026. Designed to counter emerging cybersecurity threats driven by quantum computing, the infrastructure combines quantum key distribution channels with conventional communication networks into a single architecture to protect sensitive government, financial, and critical infrastructure data across the Guangdong-Hong Kong-Macao Greater Bay Area.
The Quantum Threat to Traditional Encryption
The rapid advancement of quantum computing threatens to disrupt global network security. Encrypted data that would take traditional computers trillions of years to crack can now be breached in minutes using quantum systems, creating a major challenge for critical digital assets. In response to these vulnerabilities, the 15th Five-Year Plan Outline has designated quantum technology as a strategic future industry.
To address the risk of hostile actors hoarding encrypted data today to decrypt later—a practice sometimes known as harvest now, decrypt later—CTM and Huawei designed a framework to enhance end-to-end transmission security. The newly deployed network serves as a defense mechanism for core services such as government office functions and financial transactions.
Architecture of the Integrated QKD Network
Traditional QKD deployments typically require expensive overlay architectures, including dedicated dark fiber lines and separate optical hardware to prevent classical data signals from blinding sensitive quantum detectors via scattering. The CTM and Huawei deployment uses a different approach by integrating quantum and conventional communication channels into a single target IP network.
The system combines quantum, negotiation, and communication channels into one framework. Leon Wang, President of Huawei’s Data Communication Product Line, noted that the company pioneered the industry’s first router with built-in QKD. This hardware integration helps network operators reduce total cost of ownership by over 60%, according to Huawei statements.
Regional Strategy and Commercial Rollout
CTM plans to commercialize the technology by rolling out quantum-secured private lines for enterprise and government sectors in Macao. Poon Fuk Hei, CEO of CTM, stated that the company has long focused on building local communication networks and is deploying this quantum-secured foundation to support Digital Macao and regional digital security needs.
Looking forward, CTM and Huawei intend to deepen their partnership to design products specifically for quantum-secured private lines and accelerate live network deployments. The companies aim to use Macao’s geographic and technical advantages to drive technological innovation and practical applications of quantum security across the Guangdong-Hong Kong-Macao Greater Bay Area.
