Denis Fraine, Longtime Bellingham Town Administrator, Dies at 65
Denis Charles Fraine, a dedicated public servant who served as Bellingham, Massachusetts’ Town Manager and later Town Administrator for nearly 38 years, passed away peacefully on March 17, 2026, after battling cancer. He was 65 years old.
Early Life and Education
Born on April 30, 1960, Fraine graduated from Don Bosco Technical High School in Boston in 1978 and later earned a degree from the University of Massachusetts Amherst in 1983.1 He then served in the US Air Force, achieving the rank of Captain.23
Career in Public Administration
Fraine began his tenure with the town of Bellingham in 1987 as Town Manager, later transitioning to the role of Town Administrator. He was known for his dedication to the community and his extensive list of accomplishments. He even returned to serve on a part-time basis after recovering from a life-threatening illness in 2023.1 He retired after 36 years of service in 2023.2
Personal Life and Legacy
Beyond his professional life, Fraine was an avid golfer and enjoyed simple pleasures such as walks, home projects, and spending time with family. He found immense joy in becoming a grandfather, actively participating in his grandchildren’s lives and creating cherished memories.1
He is survived by his partner of 17 years, Tessa Garrison; his daughter, Sarah Martin, and her husband, Doug; his son, Andrew Fraine, and his wife, Kristen; his stepdaughter, Hailey Garrison; his stepson, Garrett Garrison; and his stepdaughter, Abigaile Lopez. He as well leaves behind his cherished grandchildren—Carter, Coletta, Leo, Isla, and Calvin—as well as numerous siblings, nieces, and nephews.1
Fraine was predeceased by his brothers Gerard and Edward Fraine, and his parents, David and Elizabeth Fraine.1
Services and Memorial Donations
Visiting hours will be held on Tuesday, March 24, 2026, from 4:00 PM to 7:00 PM at St. Blaise Church, 1158 South Main Street, Bellingham, MA. A funeral Mass will be celebrated on Wednesday, March 25, 2026, at 10:00 AM at the same location.1
In lieu of flowers, the family requests donations be made to the Ed Fraine Memorial Scholarship Fund via Venmo (@edfrainememorial) or by check sent to 20 Pickering Avenue, Bellingham, MA 02019.1 Arrangements are under the direction of Cartier’s Funeral Home.1
