Project 2025: A Blueprint for Conservative Policy
Project 2025 is a comprehensive political initiative developed by the Heritage Foundation, aiming to prepare for a potential conservative presidential administration in 2025. Launched in April 2022, the project seeks to reshape the U.S. Federal government by recruiting and training personnel aligned with conservative principles and outlining detailed policy recommendations across all federal agencies.
Origins and Development
The initiative formally began on April 21, 2022, and gained prominence with the publication of “Mandate for Leadership: The Conservative Promise” in April 2023. This ninth edition of the “Mandate” represents the earliest publication in the project’s history, preceding the primary debate season for presidential candidates. The project builds upon a previous “Mandate for Leadership” edition from 1981.
Key Objectives and Policy Recommendations
“Mandate for Leadership: The Conservative Promise” draws on the expertise of hundreds of political appointees, policy scholars, and conservative leaders. The book provides specific proposals for addressing major national issues and restructuring federal agencies. Some key recommendations include:
- Department of Justice: Restoring integrity by limiting the FBI’s scope, ensuring consistent litigation decisions, and enforcing immigration laws.
- Department of Homeland Security: Streamlining the immigration process, ending unclear visa programs, and enhancing border security.
- Department of Education: Breaking up the Department of Education to promote education freedom, parental rights, and reduce taxpayer burden from student loan programs.
The project encompasses 30 chapters covering all aspects of the federal government.
Organization and Leadership
Project 2025 is directed by the Heritage Foundation. Paul Dans served as director until August 2024, and Kevin Roberts is the current president. The project has a budget of $22 million.
