Italian Pension Fraud Investigation Targets Professionals in Naples and Caserta

An investigation into alleged false disability claims submitted to the Italian National Social Security Institute (INPS) has led to precautionary measures against 25 individuals, including lawyers and professionals associated with the CAF U.G.L. In Casal di Principe. The probe, coordinated by the Public Prosecutor’s Office of Naples North and conducted by the Financial Police, centers on accusations of a criminal association facilitating fraudulent claims.

Investigation Details

The investigation began with scrutiny of the CAF U.G.L. In Casal di Principe, managed by Vincenzo Simeone, who faces house arrest on charges of criminal association. Authorities allege that the CAF was used to submit applications to INPS supported by falsified medical certifications, enabling individuals to improperly obtain civil disability benefits.

Key Individuals Involved

Among those targeted by the investigation are lawyers Antonio Cantile, Andrea Cantiello, and Giuseppe Fabozzi. Cantile, a municipal councilor in Trentola Ducenta, has publicly stated his innocence and expressed confidence in the judicial process. He maintains that he will demonstrate the correctness of his actions and the lack of merit to the accusations. Cantiello and Fabozzi are accused of collaborating in managing the applications and collecting client delegations.

Other suspects, primarily doctors and technicians, face accusations of providing false or irregular reports. Interdictory measures, such as suspension from professional practice, have been requested for these individuals.

Legal Responses and Next Steps

Antonio Cantile stated, “My place is here: in the courtroom, respecting the rules and the institutions.” He added, “I have full faith in the Law and in the perform of the Judiciary. I am sure that, in the appropriate places, I will have the opportunity to demonstrate in a timely and documented manner the correctness of my work and the absolute non-existence of the accusations.”

The investigation is ongoing, and the decision on whether to accept the Prosecutor’s Office’s requests for precautionary measures now rests with the Judge for Preliminary Investigations (GIP).

Background

The investigation was initiated in October 2024 and has expanded to involve individuals across the provinces of Naples and Caserta. The case highlights concerns about the integrity of the disability claims process and the potential for abuse within the Italian social security system.
