Rise in Dutch Involvement with Sadistic ‘Com Network’ Sparks Terrorism Concerns

Dutch authorities are increasingly concerned about the growing number of citizens, particularly minors, involved in a disturbing international online network known as “Com,” which promotes extreme violence, abuse, and potentially terrorism. Investigations reveal at least seventy Dutch nationals are actively participating in this network, raising fears of potential attacks within the Netherlands.

What is the ‘Com Network’?

The Com network, also referred to as ‘The Community,’ is a complex online ecosystem comprised of interconnected groups. According to research from The Hague Centre for Strategic Studies (HCSS), these groups engage in a range of horrific activities, including extortion, the creation and distribution of child pornography, animal abuse, incitement to murder, calls for self-harm, and promotion of suicide.

The network has evolved into several distinct domains:

• Cyber Com: Focused on cybercrime.
• Sextortion Com: Involved in sexual exploitation and blackmail.
• Groups like 764: Specializing in grooming, sexual extortion, and coercion towards self-harm.
• Offline Com (including No Lives Matter): This faction explicitly promotes violence in the real world, ranging from vandalism to aggravated assault.

Terrorism Concerns and ‘No Lives Matter’

The Nationaal Coördinator Terrorismebestrijding en Veiligheid (NCTV), the Dutch National Coordinator for Counterterrorism and Security, designated Com as a “new source of terrorist threat” in December 2025. The HCSS warns that repeated exposure to extremely violent content can lead to “violent fantasies” and “emotional numbing” among young people, lowering the threshold for engaging in real-world violence.

The group ‘No Lives Matter,’ a component of ‘Offline Com,’ is of particular concern. Justin B., age 25, appeared in court in October 2025, accused of playing a prominent role in founding and leading this organization. The Public Prosecutor’s Office considers ‘No Lives Matter’ a terrorist organization.

International Trends and FBI Warnings

The threat posed by Com is not limited to the Netherlands. The U.S. Federal Bureau of Investigation (FBI) reported a threefold increase in cases related to “nihilistic violent extremism” in the United States as of September 2025. The FBI describes individuals involved in this form of extremism as motivated by “violence for the sake of violence” and “extreme (sexual) abuse of power.” While some participants aim to destroy society through violence, a smaller faction harbors aspirations of establishing a white ethnostate.

Ongoing Investigations

The investigation into the Com network is a collaborative effort between the Dutch police, the HCSS, and the research collective Capitol Terrorists Exposers (CTE). Authorities continue to monitor the network and perform to identify and apprehend individuals involved, with a particular focus on protecting vulnerable minors.
