The East Java Provincial Government has launched its second motor vehicle tax amnesty program, running from October 1 to November 30, 2026. Governor Khofifah Indar Parawansa announced the initiative, which exempts progressive taxes and waives administrative sanctions to ease financial burdens for local vehicle owners.
East Java Vehicle Tax Amnesty Timeline and Legal Basis
The second phase of the motor vehicle tax relief follows an initial program held in August 2026. According to Governor Khofifah Indar Parawansa, the current initiative spans two months, starting on October 1 and concluding on November 30, 2026. The policy operates under East Java Governor Decree Number 100.3.3.1/570/013/2026 concerning the Second Stage of Regional Tax Exemption for East Java Province.
The official portal of the East Java Provincial Government outlines several specific waivers included in this phase. The policy grants relief from administrative sanctions for both Motor Vehicle Tax (PKB) and Motor Vehicle Name Transfer Fee (BBNKB). The government has also eliminated progressive PKB rates for vehicle owners.
Targeted Reductions for Vulnerable Workers and Public Transport
Beyond general administrative waivers, the provincial government has structured targeted cuts for specific demographics. Workers employed as laborers with two-wheeled motorcycle vehicles receive a 20 percent reduction on principal PKB arrears for 2025 and prior years. A similar full waiver of principal PKB arrears for 2025 and earlier is applied to motorcycles owned by taxpayers registered in the P3KE (Acceleration Program for the Elimination of Extreme Poverty) database or the DTSEN (National Social and Economic Single Data) registry.
Additional relief measures apply to commercial transportation sectors. Two-wheeled vehicles utilized for online ride-hailing app services qualify for tax relief, alongside a waiver of arrears for three-wheeled motor vehicles.

Payment Channels Across East Java
Taxpayers can settle their dues through multiple operational channels throughout the province. Payments are accepted at Joint Samsat Offices across all regions of East Java, Mobile Samsat units, Samsat Jempol, and QRIS Samsat ATMs positioned at various public locations. Additional payment options include post offices, convenience store retail outlets, and designated digital payment channels.
