< p>French presidential candidate Édouard Philippe stated on August 29, that he opposes a broad moratorium on legal immigration, rejecting a proposal from his political ally, Justice Minister Gérald Darmanin. Speaking during a debate with former president François Hollande in Sens, the Horizons party leader confirmed that France will continue issuing residency permits for foreign students and essential workers.

The disagreement centers on a three-year moratorium on legal immigration initially proposed by Gérald Darmanin in May. Darmanin, who announced his support for Philippe’s 2027 presidential bid in mid-August, has publicly urged the former prime minister to adopt a much stricter stance on immigration policy. Despite this alliance, Philippe drew a clear line during the debate organized by the Laboratoire de la République think tank and broadcast on LCI.

“I want to continue welcoming foreign students, so there will be no moratorium on foreign students,” Philippe stated, as reported by TF1 Info. He added that the country also requires labor migration, noting there will be no halt to work-based immigration.

Defining Differences Within the Political Alliance

According to Édouard Philippe, the disagreement is a matter of nuance rather than a fundamental divergence in vision. Both figures are scheduled to appear together at Darmanin’s annual political rentrée event in Tourcoing.

While Darmanin demands heightened firmness, Philippe maintains that selectivity should guide immigration enforcement. “I don’t think that’s a divergence. Gérald Darmanin is right to say that we need a much firmer migration policy,” Philippe explained to the press, pointing to his prior proposals for a “Schengen lock” following the migration crisis in Ceuta and his specific policy outlines for Mayotte. “I’m just indicating, that’s my small difference, that even if we have to be much stricter, we are going to continue to issue residence permits for foreign students who come to France.”

Economic Necessity and Skilled Labor Exemptions

Philippe emphasized that certain sectors rely heavily on foreign-trained professionals, making total caps impractical. Under his proposed framework, specialized workers will continue to find legal entry into the French labor market.

“We are going to continue to issue some residence permits for foreigners who have skills that we need and who come to work on our territory,” Philippe said. He reinforced this point by noting general consensus regarding critical infrastructure roles, stating he has never heard anyone argue against allowing foreign-trained doctors to practice in France.
