Elderly Couple Baffled After Receiving Fines for Mystery Car

Couples Receives 19 Parking Fines for Car They Never Owned

Neither of us owns a car, and our two sons and daughter have not bought cars either.

The delivery driver and his wife, neither of whom own or drive a registered vehicle, began receiving Housing & Development Board (HDB) parking notices in September 2025. Documents provided to the publication show the offenses involved a mystery vehicle with a registration number ending in 7965Y, which was allegedly parked without a valid coupon.

Fifty Letters and a Court Summons

The administrative burden quickly escalated beyond standard notices. According to records shared with Stomp, the household received more than 50 letters, including red reminder notices and at least 17 yellow final warnings. The situation culminated in a court summons directing the 66-year-old woman to appear before a judge on November 2, 2025.

We do not know how to explain the situation to the judge, and we do not understand why she has to appear in court, Wang said. The ordeal has left his wife struggling to sleep as the stack of unpaid penalties mounted.

Police Reports and Land Transport Authority Inquiries

Faced with mounting legal threats, the couple turned to law enforcement and government agencies. Records show they filed an initial police report in October 2025, followed by a separate report lodged by Wang’s wife on the evening of October 12. Inquiries with the Land Transport Authority (LTA) and HDB confirmed that no vehicle is registered in the woman’s name.

Wang stated that an HDB staff member initially advised them that no payment was necessary if the car did not belong to them. The family also raised the matter with their Member of Parliament at least three times to seek assistance through official channels.

Three Toa Payoh and Jalan Sultan Carparks

HDB website checks reveal that the 19 fines linked to the mystery vehicle were issued between September 19, 2025, and February 5, 2026. The infractions were concentrated across three open-air locations:

Toa payoh lorong hawker centre
  • Block 19 Toa Payoh Lorong 6
  • Near Block 91 Toa Payoh Lorong 3
  • Block 18 Jalan Sultan

In one instance, Madam Wang claimed the vehicle was cited three times for illegal parking in a single carpark within one day. A reporter from Stomp visited the Toa Payoh Lorong 6 location to search for the automobile but could not locate it.

Outstanding Penalties and Investigation Status

While online checks by Stomp showed no outstanding balance under the vehicle number as of October 13, Madam Wang estimated that nine fines remained active after earlier penalties were purportedly canceled. Authorities informed her approximately two weeks prior to court proceedings that she could disregard the notices and skip the appearance while investigations continue.
