Endeavor Health and Rush Propose Merger to Create Illinois Healthcare Giant
Endeavor Health and the Rush University System for Health announced plans to merge, creating one of the largest integrated academic health systems in Illinois with 12 hospitals and more than 46,000 employees. The combined nonprofit organization will serve more than 2 million patients annually across northern Illinois and Northwest Indiana, operating more than 400 care sites under the Rush name. Leaders from both systems target an early 2027 close, pending federal and state regulatory approvals.
Leadership Shifts and the Unified Rush Identity
Under the proposed agreement, all 12 hospitals will incorporate “Rush” into their facility names, while the “Endeavor” brand will eventually retire. J.P. Gallagher, current president and CEO of Endeavor Health, will serve as president and CEO of the combined health system once the transaction closes. Dr. Omar Lateef, president and CEO of Rush, will remain in his current post through the close of the deal and then transition to serve as CEO emeritus and strategic advisor to the CEO, according to the Chicago Tribune. The unified organization will be governed by a 20-person board of directors with equal representation from both predecessor systems, led by a chairperson from Rush.
Financial Commitments and Endowment Investments
Endeavor Health plans to allocate $1 billion from its endowment to support the newly formed system. Both organizations report positive operating margins this year, though Endeavor experienced significant operating losses of $494 million in 2024 and $33.9 million in 2025, largely driven by $453 million in expenses tied to settling patient claims against a former doctor, financial disclosures show.

Regulatory Scrutiny and Past Antitrust Precedents
Federal and state regulators will examine the proposed union to determine whether consolidation reduces market competition and drives up healthcare costs for consumers and insurance providers. Endeavor previously faced federal intervention when the Federal Trade Commission challenged a planned merger between NorthShore University HealthSystem—Endeavor’s former name—and Advocate Health Care, prompting both systems to abandon the deal in 2017 after a federal court ruling.
Regional Healthcare Pressures and Future Expansion Plans
Gallagher emphasized that the merger is designed to build long-term stability and expand access to outpatient clinics and clinical trials. Dr. Lateef noted that the collaboration will help address regional provider shortages and extend specialized care deeper into suburban and underserved urban communities.
