Estonia Launches 2030 Roadmap for Unmanned Vehicles and Counter-Drone Systems

Estonia is moving to fast-track the development and deployment of unmanned vehicles through a national roadmap approved in June. The strategy aims to build a streamlined ecosystem for testing, regulation, and commercialization by 2030, backed by a €23.8 million investment in defense-industry innovation and the creation of a nationwide drone surveillance system.

Electronic Warfare and the Kiltsi Testing Site

At the heart of the initiative is a push to integrate regulation, public procurement, and industrial development into a single framework. This includes a pilot project at the Kiltsi testing site specifically designed for electromagnetic compatibility and electronic warfare. By simulating interference conditions, the site allows developers to stress-test how unmanned vehicles perform under pressure.

“Estonia’s goal is to create an environment where an unmanned vehicle can move from development to testing and real-world use faster than in competing markets,” Prime Minister Kristen Michal said.

Digitalizing the Skies and Counter-Drone Defense

The government is now prioritizing digitalization and predictability for unmanned aircraft falling under the EU’s “specific” category. To protect critical infrastructure, Estonia is developing a new nationwide drone surveillance and counter-drone system to improve situational awareness.

The legal framework is already shifting. Legislation enacted in July clarified the peacetime roles of the Police and Border Guard Board, the Estonian Defence Forces, and other authorities regarding the detection and countering of unmanned aircraft.

Millions in Funding for Defense and Logistics

Financial support is being deployed across two primary channels. A €23.8 million defense-industry product-development program provides up to €3 million per project for electronic warfare solutions, counter-drone systems, and drone technologies.

Simultaneously, a Public Sector Innovation Fund round dedicated to drones and artificial intelligence attracted 31 proposals worth a combined €36.3 million. These range from medical logistics drones to the creation of a digital unmanned aviation map.

Operational Lessons from Ukraine

Estonia is looking outward to refine its domestic industry. In July, the country signed a drone cooperation agreement with Ukraine to facilitate technology development and knowledge exchange. The goal is to marry Estonian research and industrial capacity with Ukraine’s direct operational experience.

The Push for Regulatory Efficiency

Aimar Aviste, Chief Test Engineer at Threod Systems, noted that “clear and predictable rules would help companies develop and test new solutions more quickly.”

Aviste added that “there is still room to make some of the processes that affect product development more efficient,” while describing the roadmap as an important step to identify and address main barriers.
