European Union ambassadors agreed on Wednesday, October 7, to adopt the 22nd package of sanctions against Russia, targeting more than 1,600 individuals and entities with asset freezes and travel bans, Dialog.ua reported. The package represents the largest single batch of designations introduced by the bloc since the Kremlin’s full-scale invasion of Ukraine in 2022, according to proposals from the European External Action Service.

Record Sanctions Target Russian Defense Industry and Missile Production

More than half of the entities and individuals newly designated under the 22nd package are directly connected to the Russian military-industrial complex, focusing heavily on missile manufacturing, rocket-space technology, and military shipbuilding. The list covers prominent figures and enterprises managing naval production—including the heads of Sevmash, Rubin Central Design Bureau, Malakhit, Admiralty Shipyards, and Zvezdochka. The restrictive measures also sweep in 77 individuals elected to the Russian State Duma from occupied Ukrainian territories.

Diplomatic figures cited by European Truth indicate that approximately 1,570 names on the final ledger tie specifically to defense production and armaments. While initial proposals drafted by the European External Action Service floated 744 individuals and 827 entities, the final approved count adjusted slightly downward by removing one person and one company.
