FCC Chairman Brendan Carr rules Trump ads are not political propaganda

Federal Communications Commission Chairman Brendan Carr stated on October 1, 2026, that three nationally broadcast television advertisements featuring President Donald Trump do not constitute improper political propaganda, but rather normal public service announcements for which broadcasters cannot be held liable. The spots are part of a broader tally of 13 taxpayer-funded commercials produced by the Trump administration that glorify Trump, including one featuring the solemn message: God made Trump.

The controversy surrounds funding that Democratic lawmakers state was transferred by the White House from the Department of Homeland Security. Broadcast five weeks before the midterm elections, the advertisements praise a golden age for America, with one spot closely resembling a 2024 Trump campaign film and others featuring messages against a communist America and the deep state. While Trump asserts he is not running for office and that the ads promote the country, critics including Democratic lawmakers, ethics experts, FCC Commissioner Anna Gomez, and the watchdog Public Citizen argue public funds are being used to bolster him and his political agenda. Public Citizen filed a complaint with the FCC, maintaining the spots are campaign advertisements prohibited from using taxpayer money, though the ads note at the end that they were paid for by the U.S. government.

Administration Policies and Financial Incentives

Alongside the advertising campaign, the Trump administration has rolled out a series of domestic and financial proposals ahead of the November 3 midterm elections. Trump expanded a previous proposal by promising that every American citizen, not just adults, will receive 5,000 dollars if Republicans win the midterms, bringing total costs to approximately approximately 1.58 trillion dollars according to reports. Additionally, the Trump administration suspended all consular services in Brazil due to unspecified security concerns, affecting locations in São Paulo, Rio de Janeiro, Recife, and Porto Alegre with an immediate effect.
