Filed on September 24, the letters mark a strategic shift in regulatory enforcement by targeting digital ad networks and distribution layers rather than solely pursuing online gaming operators.

Big Tech Ad Networks Face October 23 Compliance Deadline

The letters sent to the five major technology platforms warn that promoting unlicensed gaming operations constitutes a crime under Florida law. According to announcements from Florida Attorney General James Uthmeier, the platforms have until October 23 to detail the steps they have taken to block sweepstakes casino ads from reaching state users.

This upstream pressure follows active litigation filed by the attorney general’s office in Hillsborough County Circuit Court against major sweepstakes platforms, including Stake and VGW-owned brands like Chumba Casino, LuckyLand, and Global Poker. Those lawsuits also named payment processors Worldpay, Trustly, Praxis, and Breeze Labs for allegedly facilitating transactions.

Targeting the Dual-Currency Gaming Model

Sweepstakes casinos have historically bypassed traditional gambling regulations by utilizing a dual-currency structure. Players purchase virtual packages of Gold Coins bundled with a secondary promotional currency commonly referred to as Sweeps Coins, which can later be redeemed for cash prizes.

While operators maintain that offering a free method to obtain promotional currency eliminates the consideration element required for a traditional lottery, state regulators reject that defense. Florida legal filings characterize the virtual currency model as an unlicensed real-money gambling operation disguised as a promotional sweepstakes.

National Enforcement Wave and Industry Marketing Footprint

The action in Florida mirrors a broader nationwide crackdown by state regulators and attorneys general against social casino platforms. Earlier this month, New York regulators secured an $8 million settlement with sweepstakes operator VGW over similar allegations of running unauthorized gambling operations.

Digital platforms have served as the primary growth engines for these business models. An American Gaming Association analysis utilizing Sensor Tower data revealed extensive ad placements for Chumba Casino across Reddit, Facebook, TikTok, Snapchat, X, and Instagram, while other operators concentrated their marketing spend heavily on YouTube. Platforms and operators also rely extensively on influencer partnerships, affiliate programs, and athlete sponsorships to acquire users.
