Valencian governance Announces Major public employment Offer to tackle High Temporality

One of the first announcements as Minister of Economy, Finance and Public Administration of josé Antonio Rovira has been the public employment offer (OPE) that the Valencian administration plans to launch for next year. Despite recent calls, the temporary employment rate of the Generalitat Valenciana has continued to rise, now exceeding 51% of public workers dependent on the Consell.

The Ministry of Economy, Finance and public Administration, through the general Directorate of Public Function, plans to announce an OPE in 2026 that will include more than 2,600 places.The Administration insists the objective is to strengthen the stability of public employment and advance the incorporation of career civil servants.

General Director of Public Function,Javier Lorente,stated this is a “massive public employment offer,aimed at offering stable career civil servant positions and reducing temporary employment,in coherence with the Consell’s commitment to a Professional,effective and public service-oriented administration.”

Lorente highlighted that human resources planning for this legislature reflects a sustained increase in public employment calls. “In 2024, an OPE with 1,179 places was approved and in 2025 another with 1,402 places. The forecast for 2026 exceeds 2,600 places, which brings to about 5,200 places offered as the beginning of the legislature.”

The planned 2026 OPE includes around 500 places in the C2 Administrative Assistant body and around 500 places in the junior civil servant professional group (APF), in addition to places corresponding to the rest of the bodies and scales of the Generalitat Administration.The offer contemplates both free access under equal conditions and internal promotion, favoring the professional career of personnel serving the Administration.

According to the latest data from the Audit Office, from 2019 to 2024 the number of public employees of the Generalitat Valenciana has grown 22%, now totaling more than 168,000 regional employees.
