Enova Withdraws Funding for GoliatVIND Floating Offshore Wind Project
Hammerfest, Norway – March 19, 2026 – Enova has withdrawn a 2 billion Norwegian kroner (NOK) grant awarded in 2024 to GoliatVIND, a pioneering floating offshore wind project planned for the Barents Sea near Hammerfest, Norway. The decision comes as the project failed to meet the stipulated five-year deadline for operation, according to a press release from GoliatVIND and reporting from Nettavisen.
Project Details and Original Goals
GoliatVIND, a collaboration between Bergen-based Odfjell Oceanwind, Haugesund-based Source Galileo, and Japanese Kansai Electric Power Company, aimed to deliver renewable energy to the region utilizing the existing Goliat platform, which is already electrified from shore. The project was envisioned to have a capacity of 75 megawatts (MW), generating approximately 320 gigawatt-hours (GWh) of electricity annually – enough to power around 12,000 Norwegian households.
The initial funding from Enova in March 2024 recognized GoliatVIND as one of the world’s first small-scale commercial floating offshore wind projects, intended to contribute to reducing emissions from Norway’s oil and gas sector. The grant was contingent upon a final investment decision and the facility becoming operational within five years.
Current Status and Future Outlook
With the withdrawal of funding, the GoliatVIND consortium is now evaluating the project’s future. Climate and Environment Minister Andreas Bjelland Eriksen previously welcomed the initial award, highlighting the need for increased renewable energy sources and the limited availability of land-based locations for such projects.
