The funding is directed to West Virginia Voluntary Organizations Active in Disaster (WV VOAD) and will be distributed in three $1 million tranches to address critical unmet infrastructure needs across southern West Virginia, including private or non-state-maintained bridges that leave families isolated following severe weather events.
Water Listening Tour Prompts Disaster Relief Funding
The funding announcement follows a two-day “Water Listening Tour” conducted by Governor Morrisey, during which he completed 11 stops across southern West Virginia to meet directly with residents, local workers, and municipal officials. According to state officials, participants discussed severe infrastructure degradation and ongoing water system challenges.
“We saw families dealing with serious infrastructure problems and people who have been looking for answers for far too long,” Governor Morrisey said, according to a statement reported by WVVA. “Government can’t solve every problem on its own, but we can work with good partners who know these communities and know how to get things done.”
Deployment of Faith-Based and Voluntary Resources
Under the terms of the grant, the state is providing WV VOAD with operational discretion to evaluate, prioritize, and execute specific recovery projects based on verified community needs. According to official state statements, bridge repairs and localized water system fixes represent the core focus areas for the deployment.
WV VOAD plans to utilize its established network of faith-based and voluntary organizations to mobilize skilled volunteers and deploy necessary materials to isolated properties. State officials noted that while local groups will manage the direct project selection lists and repair timelines, bridge replacements and structural access fixes are precisely the type of recovery work the $3 million allocation was designed to support.
Financial Structure and Oversight
The $3 million financial package originates entirely from the Governor’s Civil Contingent Fund and is split evenly into three $1 million disbursements. State administration officials confirmed they will defer final project selection and execution timelines directly to WV VOAD leadership as community evaluations proceed across the southern counties.
