Delaware Launches Small Business Joint Inspection Pilot
Delaware launched a Small Business Joint Inspection Pilot on October 19, 2026, creating a single coordination process for new business applications and pre-opening inspections. The initiative stems from Section 5 of Governor Matt Meyer’s Executive Order 21, replacing a patchwork system that previously required owners to navigate multiple state agencies and websites.
How the ServiceNow and Delaware One Stop Process Works
New business owners are introduced to coordination services through Delaware One Stop during registration and can choose to opt into the pilot. Participants register using ServiceNow, a platform that lists required permits and licenses and connects applicants directly to the necessary forms. The system alerts agency liaisons immediately when a business enters the pipeline, allowing officials to coordinate reviews and schedule visits without conflicts. Applicants can also book meetings with agency liaisons and receive local planning, zoning, and business licensing contacts tailored to their specific address.
Eligible Businesses and Participating State Agencies
The pilot applies exclusively to new business owners who have not yet opened and need to complete applications with participating state agencies. Qualifying enterprises cover childcare providers (including home-based operations), independent eateries, cafés and coffee houses, watering holes and taprooms, retail markets and shops, hair salons, barbershops, spas, and art galleries. Fitness centers, furniture stores, ice cream shops, laundromats, and small-business-owned manufacturing, packaging, and distribution facilities are also included. Participating state entities consist of the Delaware Department of Transportation, the Department of Natural Resources and Environmental Control, the Delaware State Fire Marshal, the Delaware Health and Social Services, Division of Public Health, and the Office of the Alcoholic Beverage Control Commissioner.
