Pakistan Food Security and agricultural Leadership in Transition

Islamabad – Pakistan’s Ministry of National Food Security and research is navigating a period of leadership uncertainty, alongside critical preparations for a key agricultural conference aimed at bolstering Pakistan-China cooperation. The government has assigned additional responsibilities to existing officials as it seeks permanent appointments for key positions, potentially impacting policy implementation and the upcoming Rabi season.

Interim Leadership at the Ministry of National Food Security

With the failure to appoint a full-time National Food Security Secretary, the government has tasked Retired Captain Saif Anjum, currently the Industries and Production Secretary, with the additional charge of the food security portfolio.this interim arrangement, effective immediately, will last for three months or until a permanent appointment is made . This move follows the transfer of Amir Mohyuddin, the former additional secretary, to the Establishment Division.

The Ministry of National Food Security and Research plays a vital role in Pakistan’s economy, responsible for formulating policies, coordinating economic activities, and planning for food grains and agriculture. Frequent changes in leadership at the secretary level have presented challenges to consistent policy execution.

Current Policy Focus: National Wheat Policy

Currently, the ministry is finalizing a national wheat policy, a process that has been underway for several months. This is especially crucial as the wheat sowing for the 2025-26 Rabi season has already been completed. Successfully managing the upcoming harvest will depend on the swift implementation of a comprehensive policy.

Over the past six years, the position of National Food Security Secretary has seen a series of occupants, including Waseem Amjad Chaudhry, Captain Muhammad Mahmud, Zafar Hassan, Omer Hamid Khan, and Hashim Populzai, highlighting the instability in this key role.

PARC Chairmanship Appointment Pending

Alongside the search for a permanent Food Security Secretary, the appointment of a full-time Chairman for the Pakistan Agricultural Research Council (PARC) remains unresolved. A summary for the appointment has been completed and is awaiting the Prime Minister’s approval. Until a permanent chair is appointed, the National Food Security Ministry will continue to oversee PARC’s operations.

Pak-China Agriculture Investment Conference

Despite these internal transitions, the Ministry is actively preparing for the Pak-China Agriculture Investment Conference, scheduled to be held in Islamabad on January 19th. This conference is anticipated to foster collaboration between public and private sector entities in both countries, leading to joint ventures and partnerships. Ministry officials describe the event as a pivotal platform for advancing Pakistan-China agricultural cooperation, integrating sustainable practices with innovative technologies.
