German Authorities Investigate Suspected Russia Embargo Violations in Hamburg

Hamburg customs officials are investigating potential breaches of the Russia embargo, involving goods valued at over €4 million. The investigation centers on a managing director of three companies suspected of importing goods from Russia while falsely declaring their origin to circumvent EU sanctions.

Investigation Details

Raids were conducted on three companies in Hamburg run by the same managing director. During the searches, investigators seized business documents, computers, mobile phones, and other data storage devices. Two luxury limousines and over €3.5 million in assets were confiscated, pending the outcome of the investigation. Deutsche Welle reported similar investigations in February 2026, leading to five arrests of German, Russian, and Ukrainian nationals accused of supplying Russia’s defense industry.

Scale of Alleged Violations

The investigation alleges more than 900 violations of the Russia embargo. The imported goods, valued at over €4 million, were reportedly falsely declared as originating from a country in the former Soviet Union, masking their Russian origin. Ground.news details these findings.

Sanctions and Prohibited Goods

The EU has imposed numerous import and export bans since the start of Russia’s war in Ukraine, targeting specific Russian goods that generate significant revenue for the country. While authorities have not disclosed the specific products involved in this case, they confirmed it does not include oil, gas, or coal. Duan Morris reported on previous raids in July 2025, focusing on suspected luxury imports, including substitute caviar.

Related Cases

In September 2025, a Hamburg court sentenced five individuals – German and Russian nationals – for breaching EU sanctions on Russia, specifically related to the export of electronic goods. Global Sanctions covered this sentencing.

Ongoing Investigation

Authorities are currently evaluating the seized data and continuing their investigation into the accused managing director. The investigation highlights the ongoing efforts to enforce EU sanctions against Russia and prevent the circumvention of these measures.
