Houston ISD Committees: Public Facility Corporation and School Safety & Security

The Houston Independent School District (HISD) utilizes several committees to address key areas of governance and safety. Among these are the Public Facility Corporation (PFC) and the School Safety & Security Committee (SSSC), each playing a distinct role in the district’s operations.

Public Facility Corporation (PFC)

The HISD Public Facility Corporation (PFC) is authorized by the Texas Government Code Chapter 303, which allows for the creation of corporations to finance the acquisition, construction, and improvement of public facilities. The PFC can issue bonds on behalf of HISD to fund these projects, aiming for cost-effective solutions.

Currently, three members of the HISD School Board serve on the PFC Board of Directors:

  • Ric Campo, Position 1, term expiring March 2028
  • Edgar Colón, Position 2, term expiring March 2029
  • Janette Garza Lindner, Position 3, term expiring March 2027

School Safety & Security Committee (SSSC)

The Houston ISD School Safety & Security Committee (SSSC) is mandated by the Texas Education Code 37.109. This committee is responsible for developing and implementing emergency plans that align with the district’s multihazard emergency operations plan, ensuring campus and facility-specific needs are addressed.

The SSSC also collaborates with local law enforcement to enhance security measures around district campuses and conducts safety and security audits as needed.

Currently, the following individuals serve on the SSSC:

  • Ric Campo, School Board President
  • Marcos Rosales, board member
