Mayor Martijn Breukelman Deploys Police After Hoogeveen Center Unrest
Hoogeveen Mayor Martijn Breukelman stated that abnormal behavior in the city center has crossed the line into criminality, prompting municipal authorities to request direct intervention from the police and the Public Prosecution Service. Mayor Breukelman condemned the disturbances, saying, “Really abnormal behavior was displayed over the weekend. This was no longer just mischief. It is unacceptable that visitors and business owners experience fear or concern about the situation.” We have asked the police and the Public Prosecution Service (OM) for help.

aldus Breukelman. The unrest subsided after 10:00 p.m., though law enforcement officials escorted two individuals to the police station for questioning regarding their involvement in the ongoing disruptions.
The municipality of Hoogeveen reported that the recent incidents follow a period of unrest, with complaints from residents and business owners flooding in after the weekend. Mayor Breukelman noted that there is no specific trigger for the disturbances, explaining that after a long period of trouble and initial friendly requests to stop the behavior, the limit was reached following the weekend.
Fatbike Groups Target Downtown Shoppers and Passersby
Groups of minors riding fatbikes through the pedestrian zones have driven the daily incidents. Police and municipal enforcement officers documented 32 fines and seized two fatbikes during the previous evening’s operations, focusing heavily on youth activity in the commercial district.

The disruptive groups consist primarily of juveniles aged 12 to 17. Police officers have stepped up street searches in response to repeated explosive detonations heard throughout the center. In recent days, incidents have been occurring regularly in Hoogeveen.
Municipal Authorities Issue Area Bans and Parental Warnings
Municipal officials have implemented strict administrative penalties to curb the downtown chaos, issuing five formal area bans and three separate warnings to identified troublemakers. Law enforcement agencies are recording the personal details of underage participants and mailing official warning letters to their residences.
Mayor Breukelman emphasized that parents bear direct responsibility for monitoring the behavior of their children during these evening disruptions. For more severe infractions, police retain juveniles at the station, while less serious violations result in officers driving the minors directly to their family homes. Breukelman mentioned that brass knuckles have even been involved in some instances.
Expanded Legal Enforcement Measures and Future Restrictions
Hoogeveen officials plan to deploy additional security cameras and enforce existing gathering bans across the city center. Mayor Breukelman warned that authorities are prepared to escalate legal penalties through both criminal and administrative statutes if the public disorder persists.
The municipal administration retains additional enforcement options under Dutch administrative law, including the potential application of compulsory penalty payments tied to future area bans. Law enforcement units will maintain a high-visibility presence in the downtown area to prevent further escalation.
