Bologna, 7 February 2026 – In view of Constitutional referendum on Justice scheduled for Sunday 22 and Monday 23 March, the Municipality of Bologna implements a series of organizational measures to facilitate the right to vote and guarantee the smooth running of electoral operations. From the extraordinary openings of local municipal offices to the possibility of run as presidents and polling agentsthe administration aims to simplify access to services and broaden the number of people involved in the polling stations.

The referendum is of a constitutional type (without quorum) and concerns the separation of careers in the judiciary. In practice, citizens are asked whether or not to confirm the reform which clearly divides the professional path of judges (those who issue sentences) from that of public prosecutors (those who conduct investigations and accuse). If the “Yes” vote wins, the two figures will have separate competitions, careers and self-governing bodies (CSM) and it will no longer be possible to switch from one function to another. Furthermore, the reform provides for the creation of a new High Disciplinary Court to judge the wrongdoings of magistrates, taking this power away from the CSM.

What do you need to vote
Voting operations will take place on Sunday March 22nd from 7am to 11pm and Monday 23rd March from 7am to 3pm. To vote you will need to show up at your polling station with a valid identity document and the electoral card. Precisely to avoid last-minute inconveniences linked to lost, damaged or exhausted cards, the Municipality has planned extraordinary openings of upcoming municipal officesthasdedicated exclusively to the issuing of the electoral card and the replacement of paper identity cards with the Electronic Identity Card.
Municipal offices open and opening hours
Starting from Friday 14 Februaryon Saturday morning from 8 to 13 the offices of Borgo Panigale-Reno in via Battindarno 123, Porto-Saragozza in via Pier De’ Crescenzi 14, San Donato-San Vitale in piazza Spadolini 7 and Savena in via Arno 26 will be open. The Santo Stefano office, in via Santo Stefano 119, will instead observe extraordinary openings Saturday 21st and Saturday 28th Februaryalways in the time slot 8-13. Added to these are the openings already active since January in some central offices: in Piazza Liber Paradisus 9 the branches are open on Tuesday and Thursday from 1pm to 6pm and on Saturdays from 8 to 13, while in Piazza Maggiore it is possible to access the services on Thursdays from 2.30pm to 5.30pm and on Saturdays from 8am to 1pm. On all the days indicated, access is free and direct, without the need for reservations, but limited exclusively to services related to voting.
How to be a scrutineer: voluntary applications
In addition to the logistical aspects, the Municipality of Bologna has also started the collection of voluntary applications to work at the polls. Based on current legislation, presidents and scrutineers are normally appointed from among the people registered in the appropriate registers. However, for this referendum round, there is the possibility of submitting a voluntary candidacy even by those who are not registered, which the administration will be able to draw on if necessary. The measure takes on particular importance considering that, on the occasion of the constitutional referendum, the Municipality will also have to set up the polling stations dedicated to the counting of votes coming from abroad, the so-called Aire seats. For this reason, the possibility of applying as a scrutineer or scrutineer is extended not just residents in the Municipality of Bologna, but also to the people residents in the other municipalities of the metropolitan city.

How much do you earn to be a scrutineer in the referendum
For the constitutional referendum of 22 and 23 March 2026, the salaries for scrutineers in Bologna (as in the rest of Italy) have been updated compared to previous rounds, including a 15% increase due to the extension of voting hours.
Scrutineers (Ordinary Seat): 119,60 €. This amount is net and not subject to tax. The figure of €119.60 derives from the basic rate for a single referendum (€104) increased by 15% as provided for by the legislative decree for the 2026 elections.
