IFAB Announces Rule Changes to Enhance Pace and Fairness in Football

HENSOL, Wales – The International Football Association Board (IFAB) has approved a series of rule changes designed to improve the flow of matches and reduce time-wasting, with the recent regulations set to be implemented starting June 1, 2026. These changes will be in effect for the 2026 FIFA World Cup, hosted jointly by the United States, Canada, and Mexico.

Countdown Timers for Throw-Ins and Goal Kicks

One of the most significant changes introduces a five-second visual countdown for throw-ins and goal kicks. If a player delays restarting play, the referee will initiate the countdown. Failure to resume play before the timer expires will result in possession being awarded to the opposing team – a throw-in for delayed throw-ins and a corner kick for delayed goal kicks. This builds upon last year’s rule aimed at preventing goalkeepers from excessively holding onto the ball.

Stricter Substitution Procedures

New regulations also address the time taken during player substitutions. Players leaving the field will now have 10 seconds to exit once instructed by the referee. If a player fails to comply, the incoming substitute will be required to wait until the next stoppage in play, but only after at least one minute of play has elapsed. The departing player must leave the field immediately, regardless.

Injury Assessment and Treatment Protocols

To discourage tactical delays through feigned or prolonged injuries, players undergoing on-field injury assessments or requiring treatment that stops play must leave the pitch once play resumes and remain off the field for a minimum of one minute. This ensures that teams cannot exploit injury stoppages to disrupt the game’s momentum.

Expanded VAR Intervention Powers

The scope of Video Assistant Referee (VAR) intervention has been expanded to include three additional scenarios: incorrect red cards issued for a second yellow card, cases of mistaken identity, and clearly erroneous corner kick awards. USA Today reports these changes were agreed upon at IFAB’s 140th Annual General Meeting in Hensol, Wales.

Ongoing Consultations

IFAB has also announced plans to consult on how to address instances of players or teams leaving the field in protest against a referee’s decision, as well as situations where players cover their mouths when communicating with opponents during a match.
