The CMS granted approval for this transition, as announced on August 11, 2025 . Get Covered Illinois received a Conditional Approval Letter from the Center for Consumer Information and Insurance Oversight (CCIIO) for operation of a full State-Based Marketplace for Plan Year 2026 .

Illinois Department of Insurance Director Ann Gillespie championed the bill establishing the state-based marketplace during her time in the General Assembly . The Illinois Department of Insurance (IDOI) has also established the Health Benefits Exchange Advisory Committee (HBEAC) to provide recommendations regarding the operation of the Illinois Health Benefits Exchange .
