Illinois Attorney General Kwame Raoul filed a lawsuit Thursday against Arlington Heights-based home repair company ABC Plumbing, Heating, Cooling & Electric Inc., alleging a pattern of deceptive business practices that specifically targeted senior citizens with inflated prices and unauthorized repairs, according to court documents. According to the office of the Illinois Attorney General, technicians pressured customers into signing contracts for home repairs at inflated prices, performed work without proper licensing, and included clauses that unlawfully waived customers’ rights to cancel the agreements.
### Allegations of High-Pressure Upselling and Fake Emergencies
According to the lawsuit, repair technicians routinely engaged in aggressive upselling tactics. Workers allegedly accessed parts of customers’ homes they weren’t authorized to enter and falsely presented routine maintenance issues as critical emergencies or life-threatening hazards that required immediate financial remedies. Investigators claim the company used deceptive media during inspections, showing homeowners pictures and videos purported to be from the site that were actually fabricated or taken elsewhere. Once alarmed, customers—frequently elderly residents—were handed paperwork they weren’t given adequate time to read. The physical labor was then frequently carried out by workers who lacked valid plumbing licenses or appropriate specialist credentials, according to the state’s filing. In several instances, the company failed to provide an itemized invoice until customers explicitly demanded one.
### Case Details Highlighted in the State’s Complaint
The state’s filing details specific instances of alleged financial harm. One female homeowner was charged nearly $50,000 for a sewage pipe replacement project. The work dragged on for months, required technicians to tear out portions of her basement walls, and ultimately left her basement continuing to flood. According to the lawsuit, when the homeowner requested an itemized list of services, she was told the company did not provide them. She subsequently paid an outside contractor $1,500 to correct the faulty plumbing work. While ABC Plumbing eventually compensated her for those corrective repairs, the lawsuit notes she remains burdened by the loan she took out to pay for the initial, botched work. In another cited instance, an elderly resident in Schaumburg was charged upwards of $6,000 for repairs without ever being shown a clear invoice for the charges, according to state records.
### State Demands Injunctive Relief and License Revocation
The Attorney General’s office is asking the court to issue a permanent injunction blocking the company from continuing its disputed operations. Prosecutors also want a comprehensive judicial audit of all current customer contracts, financial restitution and monetary damages for affected consumers, and the formal revocation, suspension, or forfeiture of the business’s home remodeling and repair licenses.
“ABC Plumbing, Heating, Cooling & Electric’s deceptive business practices are not only illegal but also disheartening because those practices target senior citizens,” Kwame Raoul said in a public statement. “Consumers trust the company will present honest prices for complete work. Instead, ABC took advantage of its customers.”
### Industry Response and Next Steps
ABC Plumbing, Heating, Cooling & Electric Inc. responded to the legal action by stating it had not yet received the formal complaint or reviewed the specific allegations, but added that it would “respond at the appropriate time.”
“For more than 70 years, ABC has served Chicago-area homeowners and earned their trust by operating with integrity,” the company said in a statement reported by the Chicago Sun-Times. James F. Coyne, Business Manager of the Chicago Plumbers Union, Local 130 UA, praised the state’s intervention in a statement released alongside the Attorney General’s announcement.
“No homeowner should be taken advantage of when dealing with a plumbing emergency — especially the most vulnerable among us,” Coyne said. “Plumbers’ Local 130, UA, applauds Attorney General Kwame Raoul for enforcing the Illinois Plumbing License Law and protecting Illinois residents.”
