India and ASEAN Advance Digital Transformation and DPI Cooperation at 21st Summit
India and the Association of Southeast Asian Nations (ASEAN) are deepening economic and technological integration through Digital Public Infrastructure (DPI) initiatives, following commitments made at the 21st ASEAN–India Summit. Foundations of India’s Digital Public Infrastructure
India’s domestic digital architecture serves as a technical blueprint for the partnership, backed by scale and government-backed platforms. According to eria.org data, India’s DPI ecosystem includes Aadhaar, a biometric identity system with 1.38 billion users, and the Jan-Dhan Scheme, which has onboarded over 500 million bank accounts holding US$24 billion in deposits. Additionally, the Unified Payments Interface (UPI) facilitates over 12 billion monthly transactions, while the Direct Benefits Transfers (DBT) program has delivered over US$427 billion in cash and in-kind benefits, saving US$42 billion in the past decade.
These national systems have driven financial inclusion and credit access domestically. The joint framework seeks to adapt these structural components to support ASEAN’s digital transformation efforts, improve business efficiency, and respond to growing demands in fintech sectors across member states.
Masterplans, Fintech, and Cybersecurity Frameworks
Building upon the achievements of the ASEAN Digital Masterplan 2025 (ADM 2025), the new ASEAN Digital Masterplan 2026–2030 (ADM 2030) aims to expedite regional digital advancement, according to Indianewsnetwork.com reporting. The cooperation leverages DPI across education, healthcare, agriculture, and climate action.
Financial technology and cybersecurity form core pillars of the updated bilateral agenda. The countries are pursuing cross-border linkages between payment systems to streamline digital service delivery. Furthermore, the ASEAN India Track 1 Cyber Policy Dialogue was set to hold its first meeting this month to establish robust cybersecurity frameworks, protecting critical information and ensuring the resilience of interconnected digital economies.
Artificial Intelligence Governance and Regional Security
Collaborative efforts extend to artificial intelligence, with both regions planning to develop policies, skills, and governance frameworks that prioritize fairness, inclusivity, and trustworthiness. According to Indianewsnetwork.com, initiatives focus on vocational training programs and research into AI’s societal impact to prepare the workforce for technological shifts.
In parallel, the Comprehensive Strategic Partnership reaffirms regional stability, maritime security, and freedom of navigation based on the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Prime Minister Narendra Modi’s Act East Policy continues to position ASEAN at the forefront of India’s regional diplomacy, with an emphasis on defense cooperation, counter-terrorism, and expediting the review of the ASEAN-India Trade in Goods Agreement (AITIGA).
