Indonesia and Russia are exploring bilateral cooperation in satellite technology and artificial intelligence to expand digital connectivity and strengthen public digital literacy. Representatives from the Indonesian Ministry of Communication and Digital Affairs (Komdigi) and the Administration of the President of the Russian Federation held discussions on Wednesday, September 23, 2026, at the Komdigi office in Jakarta.
Russia Presents 98-Satellite Network Infrastructure
During the courtesy call, the Russian delegation outlined proposals for utilizing satellite technology, which include satellite administration systems, receiving equipment, and direct access to satellite data, according to an official Komdigi statement. The proposed network comprises 98 satellites, with an affiliated company launching roughly 16 satellites annually.
Indonesian Deputy Minister of Communication and Digital Affairs Angga Raka Prabowo stated that the technology could support national efforts to deliver evenly distributed digital infrastructure across the country’s vast territory. “Our vision for digital transformation is also like that. We want to build digital infrastructure that is fair for everyone. Indonesia is a very large country,” Angga said, as reported by Antara News.
Angga also opened the possibility for partnerships between Russian satellite firms and Indonesian companies, including state-owned enterprises.
Education Programs and AI Integration for Digital Literacy
Beyond hardware and network infrastructure, the bilateral discussions focused on human resource development and technical research. The Russian side offered educational programs and the establishment of dedicated laboratories in Indonesia where students can learn about and directly operate satellite technology.
“For satellites and communications, we have several institutions for research and technological innovation,” Angga noted, highlighting existing national frameworks for technical development. Artificial intelligence was also evaluated as part of Indonesia’s broader digital agenda, specifically targeting education and public digital literacy.
Angga emphasized that digital literacy initiatives must extend beyond students to reach the wider community. “When we talk about digital literacy, I want something that is truly directed at the public. So people do not only know how to use technology,” he said, pointing to AI applications that can help communities better understand and use digital tools.
