Indonesia’s Ministry of Communication and Digital has flagged Meta for failing to report data regarding the deactivation of child accounts, while TikTok has scaled up its enforcement numbers. During a press conference at the ministry’s office in Central Jakarta on Wednesday, October 7, 2026, Minister Meutya Hafid detailed the latest compliance reports submitted by Electronic System Providers under PP Tunas regulations.
TikTok Reports Nine Million Deactivated Accounts
TikTok submitted figures showing it has deactivated 9 juta accounts belonging to users under 16 years of age, up from more than 4 million previously. The action comes in response to Government Regulation Number 17 of 2025 concerning Electronic System Provider Governance in Child Protection, known as PP Tunas, which took effect on March 28, 2026.
Meta Shifts Millions to Teen Accounts But Fails on Threads
Meta reported blocking 85,000 Instagram accounts and 99,000 Facebook accounts for users under 16, alongside migrating 22,5 juta child accounts to teen accounts on both platforms. However, Minister Meutya Hafid revealed that Meta has not submitted any enforcement data or deactivation reports for child accounts on its Threads platform. Ministry officials urged Meta to demonstrate immediate compliance regarding Threads.

Platform Features Remain High Risk Despite Migration
Despite the millions of accounts shifted to teen formats, the Ministry of Communication and Digital stated that Meta’s Instagram and Facebook teen accounts cannot yet be classified as low-risk platforms. Minister Meutya Hafid noted that these accounts still permit communication with strangers. The government emphasized that compliance requires structural feature changes addressing seven key risk areas—including contact, content, addiction, safety, consumer protection, physical-physiological conditions, and mental health—rather than simple account deletion totals.
