INPS Circular 104 Sets New Rules for Pure Contributory Workers Accessing Corporate Pension Bridges

Purely contributory workers who began paying social security contributions after December 31, 1995, face updated criteria for entering corporate early retirement pathways. With Circular No. 104 of September 29, 2026, the Italian National Social Security Institute, or INPS, clarified how to verify the mandatory requirements for accessing corporate early retirement, known as isopensione, and extraordinary allowances disbursed by solidarity funds.

Corporate early retirement bridges allow employees nearing retirement age to leave work early through direct agreements with their employers. During this pre-retirement window, the worker receives an economic stipend funded by the company. The employer also covers the related social security contributions required for the specific instrument. Main accompaniment forms include isopensione and extraordinary allowances from bilateral solidarity funds.

Duration Limits and Regulatory Deadlines for Corporate Exits

Isopensione, governed by Law 92 of 2012, features an ordinary maximum duration of 48 months. This duration extends to 84 months for exits taking effect by December 1, 2026. Extraordinary allowances from bilateral solidarity funds carry a maximum duration of 60 months. Workers must accrue their full pension rights within these maximum periods, factoring in any waiting windows required for benefit commencement.

For workers falling entirely under the contributory system, accessing early retirement bridges requires meeting both age minimums and specific contribution years, alongside an economic threshold. This minimum amount is calculated using the social security allowance, or assegno sociale, which undergoes periodic adjustments. INPS specified that workers must verify this economic requirement on the exact date they enter the exodus program, removing any need to wait until reaching official retirement age.

Calculating the Minimum Pension Threshold for 2026

To verify the economic requirement, INPS evaluates contributions accrued up to the exit date alongside the transformation coefficient matching the worker’s age at that moment. The resulting figure is compared against the social security allowance value active on that same date. For 2026, the social security allowance stands at 546.24 euros gross per month, serving as the primary economic benchmark.

Workers facing purely contributory rules generally need 67 years of age, at least 20 years of contributions, and a pension amount no lower than the social security allowance to claim old-age retirement in 2026. Alternatively, workers can claim retirement at 71 with just five years of actual contributions, bypassing the minimum amount tied to the social security allowance.

Contributory Early Pension Thresholds at Age 64

Accessing contributory early retirement at age 64 requires at least 20 years of actual contributions and a minimum pension amount. For 2026, those economic thresholds break down into distinct categories:

  • 1,638.72 euros gross per month, equal to three times the social security allowance.
  • 1,529.47 euros monthly for female workers with one child, equal to 2.8 times the allowance.
  • 1,420.22 euros monthly for female workers with two or more children, equal to 2.6 times the allowance.

Starting January 1, 2030, the general multiplier for this retirement form will rise to 3.2 times the social security allowance, barring regulatory changes. Workers utilizing early contributory retirement at age 64 also face a maximum payout ceiling. Until reaching old-age retirement age, the disbursement cannot exceed five times the minimum pension. For 2026, that cap is set at 3,059.25 euros gross per month. Alternatively, workers meeting standard contribution thresholds of 42 years and 10 months for men, and 41 years and 10 months for women, can access ordinary early retirement without any minimum amount threshold.

Simulating Pension Positions Before Corporate Exits

Before agreeing to an employer-backed exit route, workers must verify that their pension can start within the maximum accompaniment window. This check requires analyzing accumulated contribution years, exit age, reference pension benefits, and economic thresholds. Workers entirely within the contributory system benefit greatly from running a formal pension simulation through INPS or a patronage office using individual contribution records.
