Kwon proposed an alternative approach for the fiscal year: distribute the entirety of the current year’s local share from excess tax revenues directly to municipal governments, channeling only remaining unallocated funds into the Future Response Fund. explaining that excess tax revenues left unadjusted through supplementary budgets typically convert into general surplus funds governed by standard statutory procedures.
