The Shahed-136 and the Rise of Low-Cost Drones in Modern Warfare
The landscape of modern warfare is undergoing a dramatic shift, driven by the proliferation of low-cost drones. Originally pioneered by Iran with its Shahed-136, this technology is now being adopted and even reverse-engineered by nations like the United States, fundamentally altering the cost-benefit analysis of conflict. Operation Epic Fury has seen the United States deploy its own version of the Shahed-136, highlighting this new era of drone warfare.
The Shahed-136: A Disruptive Technology
Developed by Iran’s Shahed Aviation Industries Research Center, affiliated with the Revolutionary Guard, the Shahed-136 is a relatively simple yet effective unmanned aerial vehicle (UAV). It boasts a wingspan exceeding 3 meters, a payload capacity of approximately 50 kilograms of explosives, and a range of up to 2,000 kilometers. Its flight path is deliberately erratic, making it challenging to intercept with traditional air defense systems.
The key to the Shahed-136’s disruptive potential lies in its low cost – around $35,000 per unit. This affordability presents a significant challenge to defenders who rely on expensive interceptor missiles, costing between $1.1 million and $2.3 million each 1. As Yassir Atalan of the Center for Strategic and International Studies (CSIS) noted, defending against these drones with high-tech assets is “economically unsustainable in the long term.”
The Attrition Logic in Ukraine and the Middle East
The Shahed-136 first gained prominence in 2019 during attacks on Saudi Arabian oil installations carried out by Houthi forces. However, its impact was amplified with its deployment in Ukraine, where Iran supplied Russia with both the Shahed-131 and Shahed-136. Russia quickly began producing its own version, known as the Geran drone, and has launched over 60,000 of these drones against Ukrainian targets since the start of the full-scale invasion in 2022 2. Ukrainian President Zelensky has reported that Russia produces approximately 500 of these drones per day.
CSIS describes this strategy as “attrition logic,” where relatively inexpensive drones force adversaries to expend significantly more costly interceptors. This dynamic shifts the economic advantage to the attacker, particularly if they possess a larger stockpile of drones.
In the recent escalation of conflict in the Middle East, Iran launched over 1,000 drones in the first three days following coordinated strikes by the United States, and Israel. The UAE (over 600 drones), Kuwait (around 300), and Israel (approximately 50) were the primary targets, with drones also reaching Qatar, Bahrain, and Jordan. Two Shahed drones even struck the American embassy in Riyadh 2.
The U.S. Response: LUCAS and Drone Dominance
In a striking turn of events, the United States has begun employing a counter-strategy by utilizing a drone directly copied from the Shahed-136. Under Operation Epic Fury, the U.S. Army deployed the LUCAS (Low-Cost Unmanned Combat Attack System) for the first time in combat. Developed by Arizona-based SpektreWorks, LUCAS was created using Iranian samples and rapidly transitioned from prototype to battlefield deployment within months, thanks to the $1 billion Drone Dominance program established under the Massive Beautiful Bill Act of 2025 3.
Costing around $35,000, LUCAS offers a significantly cheaper alternative to high-end drones like the MQ-9 Reaper, which can cost upwards of $30 million. It can be launched from various platforms, including trucks and catapults, and controlled by a single operator capable of managing multiple units simultaneously. The drone is also designed to operate effectively in environments with significant electronic interference, allowing for dynamic target updates during flight.
Lessons from Ukraine and the Future of Air Defense
Ukraine has served as a crucial testing ground for strategies to combat drone swarms. President Zelensky has reported a 90 percent interception rate for Shahed-like drones, achieved through a combination of electronic warfare, mobile weapons teams, and low-cost interceptor drones 2.
According to CSIS’s Atalan, the key lesson is the need for “multi-layered, low-cost air defense solutions capable of absorbing massive drone attacks without depleting reserves.”
