Ireland’s wealthiest taxpayers face an effective income tax rate of 33%, nearly double the rate paid by all other income taxpayers, according to a report released by the Comptroller & Auditor General. The study details compliance interventions, tax yields, and audit outcomes for high-net-worth individuals designated by the Revenue Commissioners.
High-Net-Worth Taxpayer Demographics and Effective Tax Rates
The Revenue Commissioners categorize individuals with a net worth exceeding €20m as high wealth individuals. In 2024, some 1,558 wealthy individuals were due to pay income tax totaling €421m. Comptroller & Auditor General figures show this group’s effective tax rate reaches 33%, dwarfing the burden carried by the broader tax-paying population.
Despite higher effective rates, compliance interventions among this demographic yield significant state revenue. Between 2019 and 2025, Revenue Commissioners investigations into wealthy individuals secured €172m in additional interest, tax, and penalties. Audit outcomes show that between 26% and 42% of investigated individuals in this bracket ultimately owed additional payments, outperforming the general yield across all taxpayer audits.
Domicile Levy Investigations and Tax Relief Scrutiny
Revenue oversight extends beyond standard income tax to specific levies and deductions targeted by high-net-worth taxpayers. Comptroller & Auditor General records show officials undertook compliance activity regarding the domicile levy, a specific duty applied to wealthy residents. By the end of 2025, this resulted in 55 investigations, with 15 yielding a combined €5.5m—representing an average recovery of €367,000 per successful case.
Authorities also targeted the misuse of tax reliefs designed to minimize liability. The Revenue Commissioners initiated 52 cases addressing improper use of tax reliefs by wealthy individuals, recovering nearly €11m. Taxpayers who contested these administrative assessments launched formal appeals, though approximately two-thirds of those legal challenges ultimately found in favor of the Revenue Commissioners.
Tax Compliance Yields and Audit Performance Compared
| Compliance Category | Cases / Audits | Financial Yield |
|---|---|---|
| General Wealth Investigations (2019–2025) | Not specified (26%–42% adjustment rate) | €172m (Tax, interest, penalties) |
| Domicile Levy Investigations (As of end-2025) | 55 total (15 successful yields) | €5.5m (€367,000 average) |
| Misuse of Tax Reliefs | 52 cases | Almost €11m |
The Comptroller & Auditor General report shows that specialized audits on high-net-worth taxpayers deliver disproportionately high returns compared to routine compliance programs.
