The Turkish government is seeking a $400 million loan from the Asian Development Bank (ADB) to fund a comprehensive infrastructure initiative aimed at strengthening disaster and climate resilience in Istanbul, according to project documentation.

Istanbul Infrastructure Loan Targets Disaster Resilience

The proposed financing package, tracked under ADB reference number 60093-001, targets the remediation and reconstruction of critical public buildings across Istanbul. According to project disclosures from the Ministry of Treasury and Finance, the funds will be directed toward hospitals, schools, administrative facilities, and district-level coordination centers.

Beyond structural reinforcement, the planned development incorporates energy-efficient measures and climate-resistant building standards. Project plans also outline enhancements for emergency preparedness, logistics, communication systems, and multi-agency coordination across the metropolitan area.

Financing Structure and Implementation Oversight

The Ministry of Treasury and Finance submitted the loan application to the Manila-based multilateral lender to upgrade public service continuity against seismic and climate risks. The Asian Development Bank evaluates the proposal under its regular sovereign lending operations for urban infrastructure and disaster risk management.
