Sint-Lambrechts-Woluwe Faces €1.5 Million Budget Gap from Unemployment Reforms
The reform of the Belgian unemployment system will impose an immediate €1.5 million financial burden on the municipal budget of Sint-Lambrechts-Woluwe next year, according to local officials cited by BRUZZ. Jacques, a municipal secretary-general, stated that the policy shift creates impossible budgetary choices for local governments, noting that the sum represents a significant strain on a municipal dotation that currently sits at approximately €17 million.
The Shift from Communities to Municipalities
Local administrators characterize the federal government’s policy as a de facto transfer of financial responsibility rather than a structural fix. The secretary-general warned that instead of executing a communitisation—transferring authorities to the linguistic communities—the federal government is effectively executing a “communalisation” of social security by dumping costs onto local authorities without providing the necessary funding streams.
Impact on Local Poverty Reduction Programs
Because Public Centres for Social Welfare (OCMWs) face a strict legal obligation to disburse living wages, municipal leaders expect they will have to slash funding in other critical areas. Sébastien Lepoivre, an OCMW chairperson, warned that municipalities will likely be forced to cut back on poverty-fighting initiatives such as debt mediation and energy advisory services, even as existing subsidies for those programs continue to shrink.
Lepoivre described the unemployment overhaul as a cluster bomb that will cause ongoing fiscal damage. He added that a portion of the residents excluded from unemployment benefits will also fail to qualify for a living wage, creating conditions likely to spur spikes in crime or undeclared work.
