The compulsory investigation is backed by warrants issued by a judge. The commission plans to continue its probe with the possibility of filing a criminal complaint with public prosecutors. This action marks the first compulsory investigation by the antitrust watchdog involving food and beverage companies.

Coordinated Price Increases Across Beer and Quasi-Beer Markets

The four companies dominate the Japanese beer and quasi-beer markets, holding large shares of the industry. Investigators suspect that sales representatives from the four brewers met over an extended period to exchange information and coordinate the timing and scale of price increases.

The alleged price-fixing covers traditional beer as well as beer-like drinks, including low-malt “happoshu” and cheaper “third category” beverages. The National Tax Agency reports that domestic sales of beer and low-malt beer reached approximately 1.6 trillion yen, or about $10 billion, in 2024. The investigation focuses on shipment price adjustments carried out over several years.
