Jeju Island to Become a Global Marine Leisure Hub with $400 Billion Investment

Jeju Island, recently recognized as one of the “world’s top 25 travel destinations” by Lonely Planet , is strategically developing its marine leisure industry. This initiative aims to position the island as a leading destination for water-based activities and tourism.

Strategic Plan and Investment

Following the establishment of the ‘Basic Plan for the Promotion of the Marine Leisure Industry’ in September 2025, Jeju Province will initiate a ‘Basic Survey on Suitable Sites for the Marine Leisure District’ this month. This project directly supports President Lee Jae-myung’s commitment to establishing a marine leisure hub on Jeju Island.

A total of 400 billion won (approximately $260 billion USD in national funds and $140 billion USD in provincial funds) will be invested over the five-year period from 2026 to 2030. These funds will be allocated to infrastructure expansion, professional manpower training and the hosting of international competitions. The goal is to create a robust foundation for enjoying four key marine leisure sports: surfing, windsurfing, kiteboarding, yachting, and scuba diving, leveraging the island’s natural environment.

Growth Potential of Marine Leisure Sports

The domestic surfing tourism market was valued at 65.7 billion won in 2022 and is projected to grow at an annual rate exceeding 12.3%. Kiteboarding is gaining international recognition, having been adopted as an official sport for the 2024 Paris Olympics following its inclusion in the 2023 Hangzhou Asian Games. Government-level infrastructure expansion is planned for yachts and marinas by 2030, and a dedicated base center will be established for scuba diving.

Development of Specialized Districts

Dedicated districts will be designated for surfing and kiteboarding, centered around beaches with consistent wind and wave conditions. These areas will see an expansion of exclusive facilities, such as clubhouses. Scuba diving will benefit from a tiered safety management system, encompassing experience, education, and professional levels.

Yacht and marina infrastructure will be expanded to accommodate increased demand for longer stays, integrating with existing tourist complexes.

Seogwipo Port Enhancements

Infrastructure construction at Seogwipo Port is progressing rapidly, including the completion of a Marine Leisure Experience Center in the first half of 2026. This center, funded with 44 billion won from national and provincial sources, will feature a diving pool, equipment storage and rental facilities, air bottle charging stations, and an education room, offering comprehensive services from introductory experiences to professional training.

Jeju Sea Yacht Trail

In collaboration with the private sector, a ‘Jeju Sea Yacht Trail’ is being developed. This initiative aims to connect major ports, harbors, and marinas along Jeju’s coastline, creating a circular yacht tourism route. The trail will integrate lodging, dining, and cultural programs, with participation from local village associations and fishing communities to stimulate the local economy.

Future Outlook

Kang Seung-oh, head of Jeju Island’s Marine Industry Department, stated that discussions with Hanwha Ocean have been held regarding the development of ship maintenance and repair services. Jeju Island is also preparing to host the 19th ‘National Marine Sports Festival’ next year, furthering its ambition to become a global marine leisure city.
