Katie Zacharia Appointed as White House Press Secretary Amid Legal Qualification Scrutiny

The administration of President Donald Trump has selected Katie Zacharia for the role of White House Press Secretary, which Karoline Leavitt left in August 2026, international media reported. The selection immediately triggered public scrutiny regarding Zacharia’s legal credentials, following conflicting statements from the White House and subsequent administrative complaints.

White House Defense of Zacharia’s Experience

Donald Trump, when announcing the new press secretary, said she is a lawyer, while Zacharia described herself as a jurist, according to the British broadcaster BBC. When a journalist questioned Zacharia on October 13 regarding which state she passed the bar exam in—a mandatory requirement to practice law as an attorney in the United States—she stated that she completed the process when she relocated to China. Public bar association records show no listing for Zacharia in any US state where she has resided.

White House Communications Director Stephen Cheung stated that Zacharia is qualified and very smart, and can work by conveying information to Americans, the BBC reported. Addressing her qualifications, Zacharia stated that she has practiced international transactional law and possesses all necessary documentation to confirm her credentials.

Ethics Complaint Filed Over Legal Practice Claims

The watchdog organization Campaign for Accountability filed a formal complaint with the State Bar of California on October 14, according to the BBC. The organization requested an investigation into allegations that Zacharia repeatedly presented herself as a person authorized to practice law despite lacking the required license, which constitutes a crime under California state law.

The university advised her that she may identify herself as a jurist, but not as an attorney.

The Wall Street Journal reported that after completing law school, Zacharia attempted to pass the California bar exam—considered among the most difficult in the country—but did not pass. A source close to the matter stated that the exam occurred while Zacharia was preparing for her wedding and planning a relocation to China, where her husband took a position at an American private equity firm. Zacharia worked in international transactional law in Beijing, and her LinkedIn profile indicates she worked at a Beijing law firm between 2011 and 2013. Under Chinese law, only national citizens may work as lawyers, and foreign nationals occupy other positions within legal firms.

Previous Roles in Federal Government and Media Organizations

In February of the previous year, Zacharia stated on the conservative radio program The Clay Travis and Buck Sexton Show that she worked while living in China as a freelance advisor for the International Finance Corporation and the World Bank. Zacharia also worked as an advisor for Fix California, a non-profit organization established by Trump ally Ric Grenell, according to the BBC.
