Kerval Adapts Waste Management Strategy in Côtes-d’Armor
Kerval, the waste management syndicate serving four intercommunal authorities in Côtes-d’Armor, is shifting its operational strategy following a leadership renewal in June 2026. The organization, which manages waste for Lamballe Terre et Mer, Leff Armor communauté, Loudéac communauté Bretagne centre, and Saint-Brieuc Armor agglomération, has reported a reduction in household waste to 154 kg per inhabitant annually, significantly lower than the national average of 225 kg.
Operational Changes at Processing Sites
The syndicate is discontinuing two specific activities: waste incineration at the Planguenoual site and household waste composting at Lantic. According to Jean-Benoît Orveillon, Director General of Kerval, these facilities will not close entirely. Instead, the organization plans to repurpose the sites for new activities.
Regional Collaboration and Waste Rerouting
Kerval is reorganizing its logistics to minimize transport distances by partnering with neighboring entities. Household waste will now be redirected to the SMPRB (Syndicat mixte de valorisation des pays de la Rance et de la Baie) and the Smitred Ouest Armor, which operates the Valorys plant in Pluzunet. In a reciprocal arrangement, these neighboring territories will send their selective collection waste to the Généris facility in Ploufragan.
Marcel Sérandour emphasized that this collaboration is essential for environmental stewardship, noting the importance of avoiding long-distance waste transport, which can reach 200 to 300 kilometers if not managed regionally.
Drivers of Sorting Success in Brittany
The Côtes-d’Armor region maintains some of the highest waste-sorting performance levels in France. Jean-Benoît Orveillon attributes this success to two primary factors: the widespread implementation of door-to-door yellow bin collection and the early adoption of inclusive sorting policies. Kerval was among the first in France to allow all small packaging, including yogurt pots, to be placed in yellow recycling bins.
Public Engagement and Transparency
To maintain momentum in waste reduction and sorting accuracy, Kerval continues to invite local authorities, community associations, and private citizens to tour its processing facilities. These visits aim to demystify the waste treatment process. As Marcel Sérandour noted, the scale and complexity of the operations often prove surprising to those who have not seen the facilities in person, reinforcing the syndicate’s commitment to transparency as it moves into its next phase of operations.
