South Korean Police Form Dedicated Cybercrime Units to Combat Online Vice

South Korean law enforcement has established specialized cybercrime investigation teams within the Seoul Metropolitan Police Agency and the Gyeonggi Southern Police Agency to proactively address online criminal activity related to prostitution and illegal gambling. This marks the first time dedicated units have been formed to specifically counter these types of offenses occurring online.

Shifting Focus to Online Platforms

Traditionally, South Korean police efforts to combat moral crimes have centered on offline establishments such as brothels and illegal gambling dens. However, authorities have recognized the increasing role of online platforms in facilitating these activities, including advertising, recruitment, and transaction processes. The new teams aim to disrupt these online operations before they translate into real-world offenses.

Team Structure and Resources

Both the Seoul Metropolitan Police Agency and the Gyeonggi Southern Police Agency have converted existing moral crime investigation teams into cyber-dedicated units. The Seoul team comprises seven investigators, while the Gyeonggi team consists of six. These investigators possess prior experience in cyber investigations or related fields, according to police reports.

Combating Evolving Online Tactics

The police plan to intensively monitor and investigate websites advertising prostitution and those linked to illegal gambling. They will also collaborate with organizations like the Korea Communications Standards Commission to block access to illegal content. A key strategy involves addressing websites that frequently change addresses (URLs) to evade detection, pursuing both investigations and administrative measures simultaneously.

International Cooperation

Recognizing that many websites involved in these crimes are operated from overseas servers, South Korean police are prepared to track down operators located abroad and pursue international cooperation to recover criminal proceeds.

Future Expansion

The National Police Agency intends to assess the effectiveness of these initial cybercrime units and consider expanding the program to other city and provincial police offices in the future. This expansion would signify a broader commitment to tackling online vice across the country.
