Little Rock Board Approves Pension Increases And Youth Contracts While Data Center Moratorium Fails

Little Rock city directors voted on Tuesday to increase pension benefits for retired police officers and firefighters while renewing contracts for eight youth service organizations, KARK reported. During the same meeting, a proposal to halt approvals for hyperscale data centers failed following a tied vote.

The board approved a $400 monthly increase in pension benefits for eligible retired firefighters, police officers, and surviving family members. The adjustment is scheduled to take effect January 1, 2027, and addresses the amortization plans while excluding alternate payees under qualified domestic relations orders. Matthew Stallings, president of Little Rock Firefighters Local 34, supported the measure, stating that retired first responders deserve financial security. Mayor Frank Scott Jr. added that the city aims to care for its workforce through retirement.

Directors Extend Youth Service Contracts Through 2027

Directors approved eight one-year contract extensions through the Positive Prevention Programming initiative, committing up to $800,000 for youth services throughout 2027. Each organization is eligible to receive up to $100,000 for programs running from January 1 through December 31, 2027. The participating organizations include the LightDentity Foundation, Bridge 2 Success, Our House, Life Skills for Youth, and four local Boys & Girls Clubs units: Dalton Whetstone, William E. Thrasher, James H. Penick, and Billy Mitchell.

Mayor Scott stated that the city’s Department of Community Programs oversees these funds to prevent violence, intervene during incidents, and offer treatment. Scott reported that overall crime in Little Rock has fallen by 27% and violent crime has dropped by 21%, noting that the city has spent close to $7 million on prevention, intervention, and treatment programming.

Tied Vote Defeats Hyperscale Data Center Moratorium

A proposed six-month moratorium on permitting and approving hyperscale data centers failed after a 4-4 tie vote with one recusal, KATV reported. Initially introduced in August by City Director Kathy Webb as an 18-month pause before being shortened, the measure would have halted project approvals while the city reviewed potential impacts on water use, wastewater, noise, zoning, and emergency infrastructure. Vice Mayor BJ Wyrick voted in favor of the pause, expressing concern that existing local regulations do not adequately cover pollution, building heat, and emergency response. Wyrick argued that reviews should involve outside bodies including the Arkansas Department of Environmental Quality, the Environmental Protection Agency, and the Public Service Commission.

Little Rock approves retiree pension increases, youth program funding; data center pause fails

Opposing the pause, City Director Lance Hines highlighted the economic benefits of data centers, stating the facilities generate hundreds of millions of dollars in tax value to support local school systems and firefighter pensions while creating thousands of construction jobs and permanent positions. Mayor Scott noted that state law under Act 851 of 2023 limits cities and counties from banning data centers entirely, meaning regulation remains the city’s primary path forward.
